The City of Oak Harbor receives 99% of its water from the City of Anacortes Water Treatment Plant (AWTP), requiring only fluoridation as additional treatment. Anacortes manages the primary water supply system, which delivered an average of 16.2 million gallons daily to approximately 35,000 customers in 2017.

The AWTP focuses on public health protection, honoring public trust, and promoting employee safety. Its sole water source is surface water from the Skagit River, the largest river basin flowing into Puget Sound. The Skagit's main tributaries include the Cascade, Sauk, Suiattle, and Baker Rivers.

Covering nearly 1.98 million acres across Whatcom, Skagit, and Snohomish counties plus parts of British Columbia, the Skagit River flows 162 miles from the Cascade mountains through parks, forests, hydroelectric facilities, farmland, and numerous communities before reaching Skagit Bay.

Municipal water sources include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water moves across land surfaces, it dissolves naturally occurring minerals, sometimes radioactive materials, and may collect substances from animal presence or human activities.
