About the City of Orange Foundation and Incorporation
The City of Orange was established on April 6, 1888 under California State law, though its history dates back to 1869. Attorneys Alfred Chapman and Andrew Glassell received 1,385 acres from the Rancho Santiago de Santa Ana as payment for legal services. They subsequently developed a one square mile town with surrounding ten-acre farm lots and a forty-acre central townsite.
Historic Plaza
The central townsite became known as the Plaza, now a symbol of the community. Today, the Plaza and much of the original town area contain numerous historic homes and structures from the city's founding era. This area is listed on the National Register of Historic Places.
Demographics and Government
With 138,640 residents, Orange is located in Central Orange County, about 32 miles southeast of Los Angeles. The city covers 27 square miles, with a planning area of 38 square miles and a 55 square mile "sphere of influence." Within this sphere lies 18,500 acres of undeveloped Irvine Company land.
Orange operates under a council-manager government system. A mayor is elected every four years, while four council members serve four-year terms on a staggered two-year schedule. The City Manager, who handles administrative duties, is appointed by the City Council.
City Services
Orange provides comprehensive services including emergency transportation, fire protection, general administration, library access, paramedic services, planning and development, police, recreation and parks, and street improvements and lighting. The city also manages water utilities, refuse collection, and sanitation. Additionally, residents can access private and commercial rehabilitation loans and economic development programs.

The City of Orange partners with a private, non-profit organization to operate its senior citizen center.
