New York Water Utility Companies

The City of Troy's Department of Public Utilities strives to meet all State and Federal regulations, including 10 NYCRR, Subpart 5-1.72 and 40CFR Part 141, Subpart O. We provide this annual report to inform residents about the quality of their tap water and increase awareness about protecting our vital water resources.

During the past year, your tap water met nearly all State health standards, with minor exceptions for elevated Total Tri-Halo Methane levels and insufficient Lead and Copper sampling. This report provides a comprehensive overview of water quality for the previous year.

Water Source Information:
The Tomhannock Reservoir, located 6½ miles northeast of Troy, serves as our primary water source. This man-made reservoir spans 5½ miles and holds 12.3 billion gallons at capacity. Water quality from this source ranges from good to excellent, and we experienced no source restrictions during 2017.

Treatment Process:
Water flows by gravity from the reservoir, with seasonal potassium permanganate added at the intake. At the Melrose Chlorination Station, water undergoes pre-disinfection with chlorine dioxide year-round before traveling to the John P. Buckley Water Treatment Plant. There, it undergoes conventional treatment including coagulation, flocculation, sedimentation, filtration, chlorination, and fluoridation.

Supply Assessment:
The New York State Health Department completed a Source Water Assessment that identified potential contamination risks. Agricultural land in the assessment area creates increased susceptibility to protozoa and pesticides, though the data may overestimate actual row crop percentages. While some facilities exist in the area, their permitted discharges likely don't significantly threaten water quality based on their density.

Service Area & Production:
We serve over 50,000 Troy residents plus industrial and commercial customers through more than 13,000 service connections. Additionally, we wholesale water to surrounding communities including Rensselaer, East Greenbush, North Greenbush, Brunswick, Schaghticoke, Poestenkill, Halfmoon, Menands, and Waterford. Total production for 2017 was 6,606.95 million gallons, averaging 18.10 million gallons daily. Approximately 29% was unaccounted for water. City residents paid $3.432 per 1,000 gallons in 2017.
