About Us
The City of Victoria's water system has earned a "Superior" rating from the Texas Commission on Environmental Quality. This designation means our water supply meets or exceeds all Federal and state quality standards while maintaining sufficient infrastructure to serve resident needs.
Our municipal water comes primarily from the Guadalupe River, with a permitted allocation of 20,500-acre feet – approximately double our current usage. To ensure reliable service during drought conditions, we maintain off-channel reservoirs holding 3,000-acre feet of water on 640 acres of city land, plus 10 backup wells tapping the Gulf Coast Aquifer.
Water quality testing is conducted regularly as required by state and federal regulations. While our water meets safety standards, residents should be aware that all drinking water sources can contain small amounts of contaminants. These may include:
- Microbial contaminants from sewage treatment, septic systems, and wildlife
- Inorganic substances like naturally occurring salts and metals
- Pesticides and herbicides from agricultural and urban runoff
- Organic chemicals from industrial processes and petroleum production
- Naturally occurring radioactive materials

Lead exposure is a concern in many communities. While Victoria's water supply is lead-free, home plumbing installed before 1986 may contain lead components. If your water has been sitting unused for several hours, running your tap for 30 seconds to 2 minutes before use can minimize potential exposure.

Victoria was established in 1824 by Don Martin de Leon, who brought 41 families to establish the settlement. Originally encompassing 4 square leagues, the city has grown to over 35 square miles with a population exceeding 64,000 as of 2010.
The city government was officially recognized under the Texas Charter in 1839, with Thomas Barry appointed as the first City Marshal responsible for law enforcement and tax collection. That same year, the council identified the need for a jail facility, which was eventually constructed of cut logs in 1843-1844.
Among the first municipal ordinances passed was one in 1839 requiring bars to close by 10 P.M., with the first traffic ordinance following in 1858. This early regulation prohibited riding horses or vehicles on earthen sidewalks, imposing fines of $5-$10 for violations.
The Victoria Police Department operated the Regional Police Academy until 1983, when Victoria College assumed responsibility while keeping it open to all interested participants. The department maintains its academy license for officer training and has established a reputation for professionalism and progressive policing practices.
Notable achievements include Officer Joe Torres becoming the first to retire after 20 years of service in 1967, and the department's academy becoming one of the first in Texas to receive certification from the Texas Commission of Law Enforcement Officers Standards and Education in 1968. Victoria also pioneered gender equality in law enforcement, with the first woman detective appointed in 1985, first female sergeant in 1988, and first female lieutenant in 1998.
The department has consistently emphasized professional development, with officers receiving specialized training at prestigious programs including the FBI National Academy, Northwestern Traffic Institute, and Law Enforcement Management Institute. Victoria was among the first cities nationwide to implement the 911 emergency system and in 2009 received the "Recognized Law Enforcement Agency" award from the Texas Police Chiefs Association.
