About Us
BWA strives to provide residents with safe and dependable access to high-quality municipal water. The water delivered to homes consistently meets or exceeds nearly all state and federal quality standards. This assessment utilizes data from the most recent U.S. Environmental Protection Agency (EPA) required testing.
Municipal water, including bottled varieties, may contain small amounts of certain contaminants. The presence of these substances doesn't necessarily indicate a health risk. For more information about contaminants and potential health effects, residents can contact the EPA's Safe Drinking Water Hotline at 800-426-4791.
Many compounds found in water can affect taste, color, and odor. These secondary constituents are regulated by Texas rather than the EPA and don't pose health concerns requiring reporting. Tarrant Regional Water Center and BWA continually research optimal methods to remove these taste and odor compounds during treatment.
Water Resources:
BWA obtains its municipal water from both ground and surface sources, including Lake Benbrook, the Paluxy and Trinity Aquifers, and the Clear Fork Trinity River. The Texas Commission on Environmental Quality (TCEQ) has assessed source water vulnerability, with results indicating some susceptibility to certain contaminants.
Water System Improvements:
In 2017, BWA continued several capital improvement projects using funds from its 2016 bond sale. Projects included preliminary engineering for a 500,000 gallon South High Water Storage Tank and rehabilitation of the Mont De Elevated Storage Container. The Authority also undertook improvements financed through its structure reserved fund, including rehabilitation of the Boston Elevated Water Storage Tank and relocation of water mains ahead of planned railroad development.
TCEQ Recognition:
The BWA Water Treatment Plant continues to participate in the TCEQ's Texas Optimization Program, marking its 10th consecutive year in 2017. This program establishes strict performance standards, and BWA's facility is among only seven water plants in Texas to continuously meet these requirements for over nine years.

The City of Benbrook was incorporated in 1947 when the community of approximately 50 residents relied on individual water wells and septic systems. In 1949, the city granted Worth Water Company a franchise to install and operate a water system. By 1955, the Texas Legislature established Benbrook Water Authority (BWA) as a water conservation and reclamation district, which acquired the assets of Worth Water Company (HB 512 of the 54th Legislature).
The City lacked resources to manage the system at that time, and BWA's acquisition began a success story that continues today. BWA was initially chartered to serve the geographic limits of Benbrook as they existed on December 8, 1947, with jurisdiction later expanded to include all city limits as of February 1, 1969 (HB 1313, 61st Legislature).
Today, BWA provides water supply, treatment, distribution, and wastewater collection services to over 20,000 Benbrook residents. The authority maintains a total facility investment of $26.7 million and operates with an annual budget of approximately $10 million. Water operations are funded entirely through water revenues and impact fees, while wastewater operations are supported by user charges and wastewater impact fees. While BWA cannot levy ad valorem taxes, it retains authority to issue bonds.
