The City of Wheeling delivers water to customers through an extensive system of pipes and treatment facilities. In addition to Ohio River water, five auxiliary wells near the treatment plant serve as backup sources if river contamination occurs. These groundwater wells, protected from surface water influence, undergo identical treatment processes and can supply approximately 50% of normal daily demand.
The EPA establishes regulations limiting contaminant levels in public water systems, while FDA rules set similar safety standards for bottled water. While the Ohio River generally provides reliable water, it remains susceptible to contamination, requiring vigilant monitoring and sophisticated treatment to meet health and safety regulations.
The water utility faces ongoing challenges like algae blooms and zebra mussel infestations that can obstruct intakes and treatment systems. These emerging issues create additional operational costs as the facility works to comply with increasingly strict EPA requirements while maintaining the quality residents expect.
The Wheeling Water Plant processes roughly 7.5 million gallons daily, distributing water through 200 kilometers of mains—some over a century old. This aging infrastructure necessitates regular maintenance and upgrades, reflected in periodic rate adjustments.
Turbidity (water cloudiness from soil runoff) serves as an indicator of filtration effectiveness. While not directly harmful, high turbidity can compromise disinfection processes. In 2017, readings ranged from 0.016 to 0.028 NTU, with an annual average of 0.021 NTU.
All water sources naturally contain trace contaminants. Certain populations—including cancer patients undergoing chemotherapy, organ transplant recipients, individuals with HIV/AIDS or immune disorders, elderly persons, and infants—may face heightened vulnerability to waterborne infections. These individuals should consult healthcare providers about water consumption.
