The Covington County Commission established the water authority on March 31, 1987, recognizing the need for a comprehensive county-wide water system. The Covington County Water Authority was officially incorporated on April 13, 1987, with bylaws adopted January 9, 1989.
Local residents Charles Hartin, Neal Gresham, and L.D. Meredith played crucial roles in the initial development and expansion of the Authority. The County Commission initially operated two groundwater wells and distribution networks in the Gantt/Rose Hill area (funded through a $3,050,000 bond) and the Loango region south of Red Level (installed with a $300,000 Community Development Block Grant).
In 1992, the Water Authority secured a $790,000 USDA/Rural Development grant and a $289,000 loan to serve the Wing to Lockhart areas. The following year, they received a $508,000 loan and grant from Rural Development to install a water tank and lines in the Boykin region north of Red Level.
A significant expansion came in 1996 with a $4,094,000 Rural Development Loan and $406,000 grant. These funds enabled construction of a water system in the Onycha area south of Opp and the acquisition of the County Commission's two existing water systems, unifying operations under one entity effective January 1, 1997.
The Authority continued expanding with a low-interest Drinking Water State Revolving Fund loan of $558,259 in June 2000, allowing for line extensions across various county areas including Pleasant Home School. In February 2003, they issued a $1,490,000 Water Revenue Bond to install water lines in the Red Oak Community, serving approximately 150 customers and integrating with the Onycha and Wing water systems.
Today, the Covington County Water Authority serves 4,190 customers throughout the county, maintaining six water wells and 730 miles of water mains. They strive to provide reliable and safe water to all customers while promoting conservation of Alabama's abundant but vulnerable fresh water resources.
