The vibrant downtown district features numerous small businesses, while our Northside hosts local shopping and larger retailers to meet all your needs. We continually welcome new development as we strive for sustainable growth.

Situated at the confluence of the scenic Maumee and Auglaize Rivers, our city boasts a rich historical legacy spanning centuries, with fascinating stories of Native Americans, American & British military presence, and a fort that defiantly "stood against all the devils in hell." The Andrew L. Tuttle Memorial Museum provides an excellent starting point for your historical journey.

Defiance has produced some of America's finest military leaders, potentially inspired by General "Mad" Anthony Wayne, including recently retired decorated combat veteran Major General Lawrence Livingston and Major General Stephen T. Sargeant. We honor all our Hometown Heroes and every service member who has sacrificed for our freedoms.

  1. When are City Commission Meetings held? Commission Meetings take place on the third Monday of each month unless it falls on a holiday, in which case they may be rescheduled. Special meetings are called throughout the month when necessary.
  2. Where are City Commission Meetings held? Commission Meetings are conducted at the City of Richmond City Hall Annex located at 600 Morton Street, Richmond, Texas 77469.
  3. How do I register to speak at the next City Commission Meeting? You may register by signing up on the provided sheet at the meeting. The mayor will call for public comments, at which point you can approach the podium to speak. (Public comment is limited to 3 minutes per speaker with a maximum of 21 minutes total for all speakers. Comments must not address agenda items, and no deliberations with the Commission are permitted.)
  4. Who prepares the agenda for City Commission Meetings? The City Manager is responsible for preparing meeting agendas.
  5. When and where is the City Commission Meeting Agenda published? In compliance with the Texas Open Meetings Act, the agenda is posted at least 72 hours before the meeting begins. It appears on the City's official bulletin board outside City Hall on the Morton Street side. Free copies are available from the City Secretary's Office. As a courtesy, the agenda is also posted at City Hall Annex and on the City website.
  6. Who is the Mayor of The City of Richmond? The current Mayor is Evalyn W. Moore.
  7. Who are the Commissioners of the City of Richmond? The current Commissioners are Terry Gaul, Barry Beard, Carl Drozd and Josh Lockhart.
  8. Who is my City Commissioner? Richmond's Commissioners hold at-large positions and do not represent specific areas or districts.
  9. How do I request the Mayor or City Commissioner's attendance at an event? You can email them at their respective addresses (listed on their bio pages) or mail an invitation. Please include date, time, location, parking arrangements, and expectations in your request.
  10. How often are elections held? Elections are held annually when necessary at the Richmond Water Facility, 1108 North 8th Street, Richmond, Texas 77469.
  11. How do I submit an Open Records request to the City? You can submit requests online through the website, deliver them to City Hall at 402 Morton Street, Richmond, Texas 77469, or email the City Secretary, Laura Scarlato at lscarlato@ci.Richmond.Tx.Us.
