East Fork Water Supply Corporation was established and chartered on February 21, 1966 under Article 143a of the Revised Civil Statutes of Texas of 1925. Its mission was to provide reliable and safe water supply to rural areas of Wylie across three counties: Collin, Dallas and Rockwall.
The Board of Directors strengthened the original infrastructure through strategic capital improvements including distribution lines, supply channels, storage facilities, and pumping stations. System enhancements included a second booster station, additional ground storage tanks, improved pumping capabilities, an alternative supply source, elevated storage capacity, and expanded distribution network.
In May 1993, East Fork Water Supply Corporation transitioned to a Special Utility District, creating a recognized political subdivision with enhanced powers for securing alternative financing options for future system development. As a Special Utility District, the organization can issue revenue bonds in the open market or through the Texas Water Development Board (TWDB).
A SUD benefits from exemption from ad valorem taxes on property, utility lines and plant facilities, as well as sales tax on supplies and services. It operates under the Open Meetings and Open Records Act, conducts annual audits filed with the Texas Commission on Environmental Quality (TCEQ), follows statutory bid advertisement and contract provisions, and remains under TCEQ supervision.
As of April 2018, East Fork SUD serves over 4,600 customers. The system includes modernized water distribution lines and more than 50 fire hydrants. Two booster stations with 500,000 gallon storage capacity each are located on Kreymer Lane at Brown Street and on Ballard Street opposite Colonial Acres. The facility grounds house a 1.2 million gallon elevated storage tank, with an additional 750,000 gallon elevated storage tank on Vinson Road.
