About Us
We're pleased to present this year's Annual Water Quality Report to our community. This document provides important information about the water services we deliver daily. Our primary goal is to provide you with safe, reliable tap water.
We want you to understand our ongoing efforts to improve water treatment processes and protect our valuable resources. We are committed to ensuring water quality for our service area spanning Edmonson, Hart, Grayson, Warren and Butler Counties, serving over 27,300 residents total.
Our water system consists of two treatment facilities:
- Brownsville WTP (Facility "A") - serves approximately 14,600 residents
- Wax WTP (Facility "B") - serves approximately 12,700 residents
In partnership with regional development districts, we've created comprehensive Source Water Assessment and Protection Plans for both facilities. Both are classified as surface water treatment plants. Brownsville WTP draws from Green River while Wax WTP utilizes Nolin Reservoir.
The susceptibility to contamination is rated as moderate due to the river paths. These waterways flow through urban areas, under major road bridges, and near underground storage sites, agricultural operations, and oil and gas production facilities.
Complete source water assessments are available for viewing at our office located at 1128 Hwy. 259 N, Brownsville, KY between 8am-4:30pm Monday-Friday. Our board meetings are held on the second and fourth Tuesday of each month at 8:30am.
During the past year, our system experienced some compliance issues with water standards. While none were emergencies, we believe in transparency with our customers. We're required to monitor for specific contaminants regularly, and these results indicate whether our municipal water meets health standards.
The following violations occurred:
- March 2017: Three violations for failure to sample for Dalapon (synthetic organic parameter) during three quarters
- November 2016: Violation for routine monitoring/reporting due to missing Chlorine analysis data
- March 2017: Violation for non-submittal of an Atrazine sample during Q3 2016
All issues have been addressed and corrected. There were no health effects associated with these violations.

History of Edmonson County Water District
In August 1966, North Edmonson Water District was established to serve areas west of Nolin River and north of Green River. Roger Rich, Gilbert Webb and Haskell Lane were appointed commissioners by County Judge John H. Blanton.
The South Edmonson Water District was formed concurrently to serve all areas south of Green River, excluding Brownsville and Mammoth Cave National Park. Judge Blanton appointed Benton Skaggs, Marvin Moody and Ray James as commissioners.
By March 1967, the districts merged to create the Edmonson County Water District, serving the entire county west of Nolin River, areas south of Green River (except Brownsville and Mammoth Cave National Park), northern areas beyond Green River, plus portions of Warren and Grayson counties. Ray James, Roger Rich and Marvin Moody served as commissioners.
This consolidation improved funding prospects and operational efficiency. Construction planning began with a treatment plant near Lock #6 on Green River, along with 66 miles of lines, three pump stations and two storage tanks.
After adjusting plans and rebidding the project, construction officially began in April 1969, supported by a $245,000 bond sale to FmHA and a $980,000 grant from the Economic Development Administration. By November 1970, the treatment plant and lines were completed, with some customers receiving water immediately while others waited until summer 1971.
Subsequent expansions in 1974-1975 added approximately 30 miles of lines and 2 tanks, increasing customer base to 978. Further growth in 1978-1980 incorporated the Fifth Magisterial District and added approximately 70 miles of lines, 4 pump stations, and 3 tanks, bringing service to 800 additional customers.
