About Us
In compliance with State regulations, Elma Water Division annually releases a comprehensive assessment of your municipal water quality. This report aims to enhance your understanding of tap water and emphasize the importance of protecting our water sources. We're pleased to report that last year, your water met all State health requirements, with no violations of maximum contaminant levels or other quality standards.
The Town of Elma has no lead service lines in any portion of our water system. If you have questions about this report or your water quality, please contact Eugene F. Stevenson, Elma Water Division Superintendent, at 674-8855. We encourage you to stay informed about your water supply.
For more information, attend our regular town board meetings held on the first and third Wednesdays monthly at Elma Town Hall (1600 Bowen Street) at 7:00 PM. The Erie County Water Authority Board, which makes final decisions for our customers, meets every other Thursday at 4:00 PM at 350 Ellicott Square Building, Buffalo. WATER SOURCE INFORMATION
Your tap water comes from two primary sources. The Authority's Sturgeon Point Plant in Evans draws from Lake Erie to supply southern Erie County and Cattaraugus County communities. The Van De Water Treatment Plant in Tonawanda draws from the Niagara River, serving northern Erie County towns. These facilities deliver approximately 65 million gallons daily to over half a million people.
The Elma Water Division, established in 1964, distributes purchased water from Erie County Water Authority without additional treatment. Through our active backflow prevention program and regular testing, we maintain water quality integrity throughout our system.
SYSTEM FACTS
Our water system serves 5,010 active accounts through 4,991 service connections, supporting Elma's 11,317 residents plus out-of-district customers in neighboring towns. In 2017, we purchased 665,133,000 gallons from Erie County Water Authority, averaging 1,822,282 gallons daily with a peak day of 2,721,000 gallons.
We delivered 626,052,000 gallons to customers and used 5,000,000 gallons for system maintenance flushing. The unaccounted difference of 39,076,000 gallons (5.2%) represents water used for construction, firefighting, municipal facilities, system leaks, and metering variances. In 2017, customers paid $4.45 per 1,000 gallons, with an average quarterly bill of $124.60 based on 7,000 gallons usage.

You're likely experiencing "water hammer," caused by pressurized water movement when valves close. When system pressure exceeds 80 PSI, we recommend installing a pressure-reducing valve (PRV) on your service line. If you already have a PRV, consult a plumber to verify it's functioning properly. - Who can test the water from my private well?
We recommend contacting the South Carolina Department of Health and Environmental Control (DHEC) at 864-241-1090 or any certified private laboratory for well water testing services.
