About Us
In compliance with state regulations, the Town of Plattsburgh issues annual reports detailing the quality of our municipal water. The purpose of these reports is to increase awareness about our water supply and emphasize the importance of protecting our water sources.
This report provides an overview of last year's water quality testing results. It includes information about where our water comes from, what it contains, and how it compares to New York State standards. Where Does Our Water Come From?
Generally, sources of tap water (both municipal and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over land or through the ground, it dissolves naturally occurring minerals and can pick up substances from animal presence or human activities. Potential contaminants in source water include microbial pollutants, inorganic contaminants, pesticides, herbicides, organic chemicals, and radioactive substances.
To ensure tap water safety, New York State and the EPA establish regulations limiting the amount of certain contaminants in public water systems. Similarly, State Health Department and FDA regulations set limits for contaminants in bottled water to provide equivalent public health protection.
Our water source consists of five deepwater wells drawing from a prevalent sandstone aquifer. Two wells are located on Route 3 with the others at Bullis Road. Following Clinton County and New York State requirements, our water is treated with chlorine for disinfection, and fluoride is added before distribution.
System Information
The water system serves more than 10,000 residents across Greater Plattsburgh, Bluff Point, Cliff Haven, Southeast Beekmantown, PARC, Morrisonville, and Macey Lane areas. In 2017, we produced 455,843,000 gallons of water, with approximately 88% billed directly to customers. The remaining 12% was used for firefighting, hydrant maintenance, and addressing distribution system leaks.
In 2017, a typical three-person household used approximately 30,059 gallons of water per quarter, at a rate of $1.67 per 1,000 gallons, resulting in a quarterly water bill of about $59.51.

Average annual precipitation is 41.4 inches, with seasonal snowfall averaging 63 inches. Relative humidity tends to be high, ranging from 53% to 80%. The prevailing winds come from the south-southeast at an average speed of 6 miles per hour. Thunderstorms are common in summer months (June-August), with snowstorms developing in winter as weather systems move through the region.

Court costs apply even if you don't need to appear in court. If your ticket is marked "Must Appear" or "MA," you cannot pay in advance and must attend your scheduled court date.
