About Us
Is our municipal water safe? Yes, our water meets most EPA health standards. We've conducted extensive testing for over 70 potential contaminants found in municipal water. As shown in our reports, we detected only a handful of these substances, all at levels deemed acceptable by regulators.
Where does our water come from? We utilize surface water from the Holston River. Our primary goal is to protect this water source from contamination, working closely with State officials to monitor potential vulnerabilities. The Tennessee Department of Environment and Conservation (TDEC) has prepared a Source Water Assessment Program (SWAP) Report for our water system's untreated sources.
The SWAP Report evaluates untreated water sources' susceptibility to potential contamination. To ensure safety, all public water systems treat and regularly test their water. Water sources are classified as moderately susceptible, somewhat susceptible, or slightly susceptible based on geological factors and human activities near the source. First Utility District Hawkins County sources are rated as moderately susceptible to potential contamination.

Why are there contaminants in municipal water? All water, including bottled water, reasonably contains at least small amounts of some contaminants. How can residents get involved? Our Water Board meets on the second Monday of each month at 3:00 p.m. at 523 W. Main Blvd. The public is welcome to attend these meetings. The First Utility District Hawkins County Commissioners serve four-year terms, with vacancies filled by appointment from the Hawkins County Mayor from three nominees.

The First Utility District of Hawkins County was established on February 22, 1946, in response to the need for clean, filtered water for Eastern Hawkins County residents in Tennessee. The district formed through the merger of several small community water systems across the region.
Over the past 50+ years, the First Utility District has expanded its service boundaries to include even the most remote areas of Eastern Hawkins County. Initially, Alexander Creek in central Church Hill, TN served as the primary water source, with two springs in the Carter Valley area providing water to rural Carter's Valley residents.
Significant changes have occurred since 1946. In July 2009, a state-of-the-art membrane filtration plant was constructed on the Holston River to meet the growing demands of Eastern Hawkins County residents and the First Utility District. Currently, the First Utility District employs 21 staff members serving over 20,000 customers, including numerous commercial accounts.
The District believes that maintaining adequate water supplies for residential needs while having reserve capacity will facilitate future industrial development in Hawkins County. The District proudly serves customers in Church Hill, Mt. Carmel, and numerous rural areas throughout Eastern Hawkins County, committed to providing exceptional customer service to support both industrial and residential growth in the region.
