On May 9, 2016, Governor Jerry Brown issued an Executive Order permanently prohibiting wasteful water practices, including:
- Hosing sidewalks, driveways and other hardscapes
- Washing vehicles without shut-off nozzle hoses
- Operating decorative fountains without water recirculation systems
- Watering landscapes causing excess runoff
- Irrigating within 48 hours after measurable rainfall
- Watering ornamental turf in public medians with potable water

MAWC does not add fluoride to water produced at our three (3) water treatment plants. However, water received from Greater Johnstown Water Authority for the Ligonier service area does contain fluoride.
Why does the water have a "chlorine" smell in winter?
MAWC adds chlorine to municipal water to prevent waterborne disease outbreaks like cholera, typhoid, and giardiasis. This chlorine must remain present throughout its journey to your tap. In summer, MAWC combines ammonia with chlorine to help maintain chlorine levels throughout the distribution system while reducing taste and odor issues in warmer water. In winter, MAWC uses only chlorine, which eliminates any free ammonia that could otherwise promote bacterial growth. This "free" chlorine creates the noticeable odor.
How can I remove the chlorine taste from my water?
Place a glass of water in your refrigerator for cool, fresh water anytime. Chlorine naturally dissipates over time, improving taste. Reverse osmosis systems and activated carbon filters effectively remove chlorine, but choose reputable vendors and follow manufacturer's maintenance instructions.
Why does my tap water sometimes appear cloudy initially, then clear up?
Tiny air bubbles cause cloudiness, similar to carbonated beverages. After a short time, these bubbles rise and disappear. This occurs more frequently in winter as colder water holds more dissolved air. Air can also enter water systems after pipe repairs or service disruptions. Contact customer service for a main line flush if air is excessive after repairs.
What causes "red slime" in my shower?
This isn't from the water supply. Certain airborne bacteria naturally gravitate toward moist environments like showers, toilet bowls, sink drains, tiles, and pet dishes. While unattractive, these naturally occurring bacteria are generally harmless. Regular cleaning with Lysol or chlorine-based products prevents bacterial film buildup.
What causes black spots, rings or lines in bathrooms?
Mold and mildew thrive in consistently damp locations and should be treated similarly to the red slime described above.
