About Us
Horsham Water and Sewer Authority (public water supply ID # PA1460033) is pleased to present this 2017 Consumer Confidence Report (CCR) about your municipal water quality. This report summarizes the water quality provided in 2017, including information about water sources, what your tap water contains, and how it compares to regulatory standards.
We're happy to report full compliance with all water quality regulations in 2017. This report presents a summary of testing conducted throughout the year, though we test for more substances than those listed here. The Horsham Township Water Authority was established in 1954 and merged with the Horsham Sewer Authority in 1998 to create the Horsham Water and Sewer Authority. Since then, we've continuously improved our services and water supply system. In 2017, Laurel PA, Inc. (Aqua) managed our water operations and conducted required water quality testing per Pennsylvania Department of Environmental Protection (DEP) regulations.
Water Sources
Most of our municipal water comes from groundwater wells, with some from surface water sources. We utilize 15 wells located throughout Horsham Township and maintain interconnections with North Wales Water Authority (NWWA) and Aqua Pennsylvania's Central System. In response to elevated perfluorinated compounds (PFCs) detected in our wells, we've installed treatment systems for wells 15, 17, 21, and 40. The Pennsylvania DEP has completed source water assessments for our groundwater resources. These reports are available at www.depweb.state.pa.us (search "Source Water Assessment Reports") or by contacting the DEP Southeast Regional Office at 484.250.5900.
Potential Contaminants
Water sources (including tap and bottled water) may contain various substances as water travels over land or underground. These include:
- Microbial contaminants like viruses and bacteria from sewage treatment plants, septic systems, agricultural operations, and wildlife
- Inorganic contaminants such as salts and metals, either naturally occurring or from urban runoff, industrial wastewater, oil/gas production, or agriculture
- Pesticides and herbicides from agriculture, stormwater runoff, and residential uses
- Organic chemical contaminants, including synthetic and volatile organics from industrial processes, petroleum production, gas stations, urban runoff, and septic systems
- Radioactive contaminants that occur naturally or result from oil/gas production and mining
Radon, though not regulated in drinking water, is a radioactive gas that primarily enters homes directly from underground. Tap water is typically a minor source of indoor radon. Our 2014 average radon concentration was 840 pCi/L, with a range of ND - 2,020 pCi/L.
The EPA establishes regulations limiting contaminant levels in public water systems, while FDA regulations set limits for bottled water, providing the same public health protection. All water sources naturally contain some contaminants, but their presence doesn't necessarily indicate a health risk. Horsham Township is a Home Rule Charter municipality located in Montgomery County, adjacent to Bucks County. Covering 17.3 square miles in southeastern Montgomery County, the township is bordered by Lower Gwynedd and Upper Dublin Townships to the west, Upper Moreland Township and Hatboro Borough to the south, Montgomery Township to the north, and Warminster and Warrington Townships (Bucks County) to the east.
According to the Montgomery County Planning Commission, the 1998 population was 23,197. Census figures from 2000 and 2010 reported populations of 24,232 and 26,147 respectively. The latest census.gov estimates from July 1, 2017 place the population at 26,559.
Horsham Water and Sewer Authority (HWSA) serves approximately 86% of the township's population—about 22,917 residents—plus a limited number of connections outside township boundaries. The Planning Commission projects a population of 30,890 by 2025.
Authority History
HWSA began as the Township of Horsham Sewer Authority (HSA) in 1963, established under the Municipal Authorities Act of 1945. The Horsham Water Authority (HWA), organized in 1954, provided water service to the township. In 1997, recognizing that operational efficiencies would result from merging these entities, the township initiated steps to consolidate the water and sewer functions under a single organization.
Through an October 7, 1997 ordinance, Horsham Township authorized the merger and amended the HSA Articles of Incorporation to reconstitute and rename it as the Horsham Water and Sewer Authority. On November 24, 1998, HWSA purchased all HWA assets and assumed its liabilities.
The reconstituted HWSA operates under a seven-member Board appointed by the Horsham Township Council. Board members serve staggered five-year terms, with no more than two appointments occurring in any given year. There is no limit to the number of terms a Board Member may serve.
HWSA currently serves nearly 8,500 water and/or sewer connections, approximately 7,400 of which are residential units.
Debt Structure
The Authority's current debt consists of Aa2-rated 2010 Bond Series including federally sponsored Build America Bonds and two Tax Exempt Series of Bonds, originally totaling $24.7 million. The Tax-Exempt Series A and B Bonds were satisfied in 2017. As of December 31, 2018, the outstanding debt on the BABs is $17 million, with annual debt service of $1.75 million. The bonds are secured by water and sewer revenues under the 2010 Trust Indenture. The Authority anticipates seeking additional financing for capital projects during 2019.
