About Us
The Water Quality Division is responsible for monitoring and improving water quality in local waterways by minimizing pollution from runoff sources. Our key services include:
- Monitoring streams, shellfish habitats, and groundwater quality
- Inspecting public and private stormwater infrastructure for proper functioning
- Investigating water pollution incidents
- Ensuring compliance with Pierce County's National Pollution Discharge Elimination System (NPDES) municipal stormwater permit
Stormwater Management Initiatives
Pierce County is legally required to conduct water quality monitoring under both state and federal regulations. Our Public Works department performs regular inspections and provides technical guidance to owners of private and public stormwater facilities to meet legal requirements and reduce contaminated runoff impacts on residents and aquatic life.
Like other major Western Washington counties and cities, Pierce County must adhere to extensive state and federal regulations designed to minimize the negative effects of polluted runoff on streams, rivers, lakes, and other water bodies. For comprehensive documentation on water quality, please refer to our Annual Surface Water Health Report Cards and our 2018 Stormwater Management Plan.

The Issaquah region was originally named Squak, a Native American term referring to the distinctive calls of numerous water birds that frequented the valley's marshlands, swamps, and creeks. Years later, residents renamed the settlement Gilman, honoring Daniel Gilman who brought railroad access to the area. Gilman was officially incorporated in April 1892.
In 1899, the Washington State Legislature officially changed the City's name to Issaquah. The municipality has undergone several classifications throughout its history:
- 1972 - City of Issaquah, Non-Charter Code City
- 1959 - City of Issaquah, Third Class
- 1899 - Town of Issaquah, Fourth Class
- 1892 - Town of Gilman
