About Us
The City of Kalispell is pleased to present this year's Annual Water Quality Report (Consumer Confidence Report) as required by the Safe Drinking Water Act. This document provides information about your water source, composition, and how it compares to regulatory standards.
Your municipal water comes from multiple groundwater wells and undergoes chlorine disinfection at each source before entering the storage and distribution system. We're proud to report that, as in previous years, Kalispell's public water supply met all federal and state health standards.
Notice Regarding August 2018 Reporting Issue: On August 17, 2018, we experienced a technical violation related to reporting procedures. This was not an emergency or water quality issue. During routine monthly reporting, staff accidentally submitted an incorrect spreadsheet to Montana DEQ. The proper documentation was promptly provided after receiving the violation notice.
It's important to understand that ALL required water sampling was conducted during this period. The violation stemmed from an administrative error in document submission, not from any water quality concerns. Our staff has implemented improved reporting procedures to prevent similar clerical errors in the future.
Required Information About the Violation: We are required to monitor chlorine residuals daily. During July 2018, proper sampling occurred, but reporting documentation for sample point TP003 was submitted incorrectly. While water quality remained safe throughout this period, regulations require us to inform customers about any reporting discrepancies.

Water Main Tap Services
Water main tap installations must be scheduled through the Public Works Office with one week advance notice. For these services, the Water Department will install a carrier saddle, service valve, and tap the main. Customers are responsible for all costs related to labor, equipment, and materials. Before excavation and connection, customers must obtain a permit from the Department of Public Works, and all work must meet City Standards.
Out-of-City Water Service
Properties outside city limits requesting water service must submit both a signed Annexation Petition and a signed Waiver of the Right of Protest Annexation form to the Public Works Office before connecting to services. Annexation forms are available from the Kalispell Planning Office at 201 1st Avenue East.
Water Service Management
• Property owners are responsible for installing and maintaining water service lines from the main to their buildings
• The Water Department provides, installs and maintains all meters (except for meters above two inches, where customers are responsible for testing and maintenance costs)
• Customers should never remove, manipulate, or tamper with water meters
• The Water Department reserves the right to replace any meter when deemed necessary
Service Requests
• For water service activation after meter installation, property owners or contractors must contact the Public Works or Water Billing Offices with 24 hours advance notice
• For emergency shut-off requests during business hours (8am-5pm), call Public Works (406-758-7720) or Water Billing (406-758-7745)
• For after-hours, weekend, or holiday emergencies, contact Kalispell Police Dispatch at 406-758-7780

Applying for Water Service - Existing Properties
For homes or businesses with existing water meters, a $45.00 service fee and security deposit (minimum $150.00) are required. Complete the Service Application and Agreement plus Credit Card Authorization forms to establish service. -
Applying for Water Service - New Construction
For new construction, submit your Service Application and Agreement along with project plans (11x17 for records and full-size for city approval). Plan review takes minimum 24 hours for residential projects and longer for commercial properties. After review completion, fees can be paid and approved plans collected. -
Construction Meter Applications
Construction meters are temporary installations requiring a $45.00 service fee and $1,100.00 security deposit. This deposit covers potential damage to fire hydrants and unpaid bills, and is refundable upon service discontinuation and equipment inspection. Submit the Application for Construction Meter and Credit Card Authorization forms. -
Discontinuing Service
To stop service, email info@ncwcid4.org or submit the Authorization to Disconnect Service form. -
Changing Account Address
Address changes can be submitted via email to info@ncwcid4.org or by completing the Address Change Authorization form. -
Online Payment Registration
Access our customer portal via the Pay Online link at the top or bottom of our homepage. Click Consumer Registration, complete the required fields, and register. Contact our office with any questions. -
Automatic Bank Draft Enrollment
For automatic payments (processed on the 15th of each month), submit a completed Bank Draft Authorization form along with a voided check. -
Backflow Prevention Testing
TCEQ regulations require annual testing of backflow prevention devices on irrigation systems. Provide our office with test results, or we'll arrange testing at your expense. Consult our Registered Backflow Assembly Testers list to schedule your inspection. -
Drought Restriction Exemptions
Exemption requests are considered based on unique circumstances and potential hardship. Submit a Request for Exemptions and Variances form for 24-hour review.
