  1. How do I establish a new account? The Utility Billing Office handles water, sewer, refuse services and recycling for residents with Zip Code 22401 only. Applications can be processed at the Utility Billing Office at 715 Princess Anne St. Room 113 Fredericksburg, VA 22401, Monday through Friday 8:00 a.m. to 4:00 p.m. Applications may also be faxed to 540-372-1215 or emailed with applicant signature required before processing. Water service cannot be initiated by phone. A deposit is required for all accounts; amounts vary by meter size. Equifax credit reporting service may determine if a deposit can be waived. All commercial accounts require a deposit.
  2. Can I start/terminate service with a phone call? Water services cannot be started or terminated by phone. To begin or end your service, complete and submit the Request for Utility Service form.
  3. Can I have my service activated or terminated on weekends? No. Service is only activated or terminated Monday - Friday from 8:00 am to 4:00 pm.
  4. What are my trash/recycle collection days? Trash must be ready for collection no later than 7:00 a.m. on collection days. Your collection day depends on your address. Check the Trash Collection Schedule for your pick-up days.
  5. Does the City require or provide trash containers? Rolling cart service may be available in your area. To determine the type of service provided at your address, please check the Trash Collection Schedule.
  6. Are automatic payment plans available? Utility bills can be automatically deducted from your banking account monthly. For more information about our automated bank debit program, contact the Treasurer's Office.
  7. Is there a penalty for late payment of my utility bill? A 10% penalty is added to all late payments. Contact the Treasurer's Office for payment methods.
  8. Will the City allow me to have an irrigation-only account? Yes. Contact Building and Development Services at (540) 372-1080 for more information.
  9. Who do I contact if I have a water quality concern? The Annual Water Reports inform you about your municipal water quality. Our goal is to provide a safe, reliable water supply and help you understand our efforts to protect your water. Your municipal water quality meets state and federal requirements administered by the Virginia Department of Health (VDH). For questions about this report or additional information regarding your municipal water, please contact Dave King, Director of Public Works at (540) 372-1023.
