Around late 1908 or early 1909, the town of Lubbock experienced its first major fire. At that time, the community had no firefighting equipment available. When the Lubbock Mercantile Company (located at Broadway and Texas Avenue) caught fire, local business owners Kinch Carter, George Carter, Temple Ellis, and Gus Carlile faced devastating losses.
This incident prompted town merchants and residents to hold a community meeting to raise funds for purchasing firefighting equipment. They acquired a horse-drawn, gas-powered Howe Pumper. This equipment was stored in the 1000 block of Broadway, but water access was severely limited - available only from a stock tank on the courthouse square and scattered windmill tanks throughout town. Several homes were lost to fires due to inadequate water access.
On August 9, 1909, residents organized the Volunteer Fire Department with approximately fifteen members. Charlie Frederick was elected as the first Chief but served only two months. W.E. Twitty was then appointed Chief, sharing duties with L.H. Simpson in alternating years from 1911 to 1915.
