The Mansfield Water Treatment Plant sources its daily water supply from both a surface reservoir and 10 wells. Clearfork Reservoir holds 4.5 billion gallons and is located southwest of the treatment facility. Water can be drawn from four different levels within the reservoir, adapting to seasonal water quality changes.
The low-lift pumping station can deliver up to 25 million gallons per day (MGD) of surface water to the plant. Potassium Permanganate is added at the intake point for zebra mussel control. Additionally, ten wells within a two-mile radius can supply up to 10 MGD to the plant.
Five northern wells, designated by Ohio EPA as surface-water-influenced, enter the treatment system alongside reservoir water. The remaining five wells, not influenced by surface water according to EPA designation, are blended at the plant before the rapid sand filtration process.
Treatment begins with activated carbon for taste and odor control, plus alum polymer for coagulation. The water flows through four primary mixing basins (500,000 gallons total capacity) and then four secondary settling basins (2.5 million gallons total) for clarification. After blending with the southern well water, the supply passes through 16 rapid sand filters, with pre-chlorine added for disinfection.
The filters contain a combination of anthracite coal, sand, and support rock to remove remaining suspended particles. Post-filtration, final chlorine and sodium hydroxide are added for disinfection and stability, followed by a phosphate silicate corrosion inhibitor. The finished water is pumped to Mansfield from two pump houses with a combined 25 MGD capacity.
Water storage includes two elevated tanks (Straub - 2 million gallons and Shaker - 500,000 gallons) plus a 12 million gallon underground concrete reservoir. Plant operators monitor and control the entire system using programmable logic controllers (PLCs) that also oversee the reservoir, wells, and finished water storage.

Who is responsible for service line maintenance?
Property owners are fully responsible for maintaining adequate water flow through the water lateral, from their building to the water main. The most common cause is your pressure reducing valve (PRV) needing adjustment. If you're unsure how to make this adjustment, please consult a professional plumber. City staff are not authorized to perform this service. -
How can I locate my curb stop?
A locator tool is available for checkout at the Finance Office or Public Works office (625 N 5th Street). If you cannot find it yourself, City staff can locate it for a fee. Contact the Finance Office to arrange this service. -
What are the water hardness and iron levels for water softener installation?

What do water meters look like and how are they read?
The City currently uses three meter types in homes and businesses: SR, SR II, and iPerl meters. They're typically installed indoors (due to freezing conditions) near where water enters the building. Meters are read monthly using a Sensus VXU reading unit, which communicates with MXUs connected to your water meter. MXUs operate on lithium batteries that need replacement every 7-10 years. The utility office will contact you when replacement is needed (at no charge).
