  1. What is a cross-connection?
    Any temporary or permanent connection between a public water system or consumer's potable water system and a non-potable source or system. Examples include piping between public water systems or a consumer's potable water system and auxiliary water systems, cooling systems, or irrigation systems.
  2. What is backflow?
    The reversal of water flow or other substances through a cross-connection into the public water system or consumer's potable water system. Backflow into public water can contaminate the system, making it unsafe for consumption.
  3. What causes backpressure backflow?
    Backflow occurring when downstream pressure exceeds upstream or supply pressure in a public water system. This can result from increased downstream pressure, reduced potable water supply pressure, or both factors combined.
  4. What is back-siphonage?
    Backflow caused by negative pressure (vacuum or partial vacuum) in a public water system. This can occur during water supply interruptions due to firefighting activities, water main breaks, and similar situations.
  5. Why does Sacramento Suburban Water District control cross-connections?
    Because backflows can contaminate public drinking water, California Code of Regulation, Title 17, requires all Water Suppliers to protect public water supplies by implementing a State-approved cross-connection control program.
  6. How is the Cross-Connection Control Program implemented?
    The program requires new service connections and certain existing connections to install approved backflow prevention devices.
  7. What is a backflow prevention device?
    A mechanism that prevents pollutants and contaminants from flowing back into the public water system.
  8. Why must backflow preventers undergo annual testing?
    To ensure proper operation, devices must be tested upon installation and annually thereafter as required by state code. Laboratory tests show that components may fail over time, and periodic testing is the only way to verify the device is functioning properly and protecting the public water system.
