About Us
The Marlborough public water system undergoes regular inspections by the Massachusetts Department of Environmental Protection (MassDEP). These inspections ensure our system maintains technical, financial, and managerial capacity to deliver safe water to residents.
To guarantee the highest quality water, Marlborough's water system is operated by Massachusetts-certified Distribution and Treatment professionals who oversee daily operations. The Marlborough DPW Water Division maintains approximately 180 miles of water mains, over 1500 fire hydrants, and 3 storage tanks. Our maintenance program includes leak detection, water main repair, pipeline replacements, systematic flushing, and hydrant maintenance while promptly addressing resident concerns.
We implement a comprehensive water sampling and testing protocol that meets all State and Federal requirements. Additionally, we maintain an active Cross Connection Control Program, continuously surveying facilities and testing devices to protect the water system from potential contamination.
In 2017, 100% of Marlborough's municipal water was supplied by the Massachusetts Water Resources Authority (MWRA). During this period, the City utilized 1.47 billion gallons of water, averaging 4 million gallons daily.

The Water & Sewer Division of Marlborough's Department of Public Works is committed to providing residents with municipal water and sewage collection services that are cost-effective, environmentally responsible, and compliant with EPA and DEP standards.
The Water & Sewer Billing Office manages invoices for all water and sewer customers on a structured schedule, addressing account issues as they arise. This office handles billing for the city's 11,000 water distribution and wastewater collection customers. Usage calculations come from field meter readings or department estimates. Commercial customers receive monthly bills while residential accounts are billed quarterly, resulting in approximately 48,000 invoices annually. Services include processing billing inquiries, property ownership changes, final bills for property transfers, and new account setup.
Marlborough's legislative authority rests with the City Council, composed of 11 members - seven Ward Councilors elected from individual wards by qualified ward residents, and four At-Large members elected by qualified citizens citywide. One member is annually elected to serve as City Council President. Councilors serve two-year terms alongside the Mayor, who serves as the City's Chief Executive Officer.
Under Marlborough's Plan B Charter, the City Council is tasked with enacting legislation, reviewing annual operating budgets, confirming mayoral appointments, and providing necessary balance to executive government functions. The Council remains dedicated to establishing municipal governance that emphasizes prudent tax expenditures and reasonable legislation.
