Colt SUD began as Mustang Water Supply Corporation and was established on May 13, 1966. The utility started with 50 memberships and 5 Board members. Initially, customers read their own meters, and new memberships were restricted by available capacity in the lines.
By 1980, the system had expanded to approximately 400 customers. That same year, the first major storage tank (20,000 gallons) was installed at Well #2. In 1985, Mustang received a Water Certificate of Convenience and Necessity (CCN) from Texas to serve over 100 square miles of northeast Denton County.
In 1992, the Board authorized land purchase at FM 455 and Hwy 377 for their first elevated storage tank. The 300,000-gallon tank was completed in 1995. That same year, the largest pipeline to date (10-inch) was installed along Hwy 377 from FM 455 to Krugerville.
Customer connections exceeded 1,000 for the first time in 1996. On May 15, 2000, members voted to convert the Corporation to a Special Utility District, becoming a political subdivision of Texas. This conversion process took two years, with formal dissolution occurring in 2002. The utility acquired Kruger Water Works and began serving Krugerville residents.
The Board named their first high-capacity pump station after longtime Board member Temple Dane. In July 2001, they approved agreements with developers along Highway 380 to share service rights, enabling Fresh Water Supply Districts now known as Providence, Paloma Creek, and Savannah subdivisions.
Mustang was awarded a Wastewater Certificate of Convenience and Necessity (CCN) for the entire district in 2002. The first wastewater customers connected in Cross Oaks Ranch subdivision in 2004.
Rapid growth necessitated additional office space, leading to groundbreaking for a new facility on FM 2931 in 2006. By 2011, Mustang surpassed 9,000 connections. The current system includes ten groundwater wells, 2.8 million gallons daily of surface water capacity, and three wastewater treatment plants. Their largest project to date, the 2.25 million gallon Bryan Road elevated storage tank, entered service in 2009.
By 2013, Mustang reached 10,000 connections, and by late 2014, they served more than 12,500 customers.
