About Us
North Andover Water Department is committed to providing high-quality municipal water to our residents. Each year, we prepare a comprehensive water quality report covering testing conducted from January 1 through December 31. Our mission is to deliver water that not only meets but exceeds all state and federal requirements.
Water safety is our top priority. As new water quality challenges emerge, we remain vigilant in protecting our water sources, promoting conservation, and educating our community while meeting the needs of all water users. We welcome your feedback on our reports and services.

We encourage public participation in discussions about our water system. Residents can attend Town Meetings and Board of Selectmen, Board of Health, and Planning Board meetings. Dates and locations are posted on www.townofnorthandover.com. Please report any suspicious activity near water sources to the Police Department at (978) 683-3168.
In 2017, North Andover produced over one billion gallons of fresh water for residents. We upgraded our Water Treatment Plant's SCADA system, which monitors and controls treatment operations. This was our third major update since the plant's construction, with the previous update in 2003. We've also contracted with engineers to design and supervise installation of a new ozone system using liquid oxygen, which will increase efficiency and reduce electrical costs.
Last year marked the first full implementation of new vessel storage restrictions. Residents can now purchase permits for summer boat storage on racks located by the pond hatch off Pleasant Street. In 2018, we plan to add more boat racks at the old North Pumping Station to help reduce shore erosion. Visit the DPW at (978)-685-0950 during business hours to purchase boat and storage permits.
North Andover's water primarily comes from Lake Cochichewick, a surface water source approximately 2.65 miles long and 3/4 mile wide with 7.35 miles of shoreline. The lake has a maximum depth of 45 feet and average depth of 23 feet. Its watershed covers about 2,732 miles, collecting water from runoff, springs, and brooks. The lake holds approximately 4.3 billion gallons, from which we pump about 1.1 billion gallons annually for treatment and distribution. Our daily average is 3.2 million gallons, with summer peaks of 6.5-7.0 million gallons.

North Andover is situated in Essex County in northeastern Massachusetts along the Merrimack River, approximately 24 miles from Boston. Covering nearly 27 square miles, it borders Andover, North Reading, Boxford, Middleton, Methuen, Haverhill, and Lawrence.
The town's history dates back to 1646 when Reverend John Woodbridge purchased "Cochichewick Plantation" from Indian Chief Cutshmache for six pounds and a coat. The name Cochichewick, meaning "place of great cascades," is depicted on the Town's Great Seal. The settlement was renamed Andover after the English birthplace of original freeholders.
In 1709, the General Court established North Parish and South Parish following disputes over church locations. The two communities developed separate interests, eventually leading to their division into distinct townships on April 7, 1855. North Andover has maintained strong connections to its North Parish heritage.
The town boasts several historical landmarks, including the North Parish Church (the original town meeting place), Parson Barnard House, North Andover Historical Society, Stevens Coolidge House, The Stevens Estate at Osgood Hill, the historic Brick Store, and the Phillips Brooks Statue on the Common.
North Andover's industrial heritage began with water-powered mills. The Scholfield Mill opened in 1802 (now home to the North Andover Thrift Shop), followed by Nathaniel Stevens' mill in 1813 which operated until 1960. The North Andover Mills ran from 1820 to 1899, while Davis & Furber Machine Company supplied machinery that sustained textile operations globally.
The town's founders recognized the importance of industrial development for economic stability. In 1956, Western Electric established its Merrimack Valley Works in North Andover, providing a foundation for telephone communication technology through the 1990s as Lucent Technologies. This commitment to maintaining a strong business base continues in North Andover today.
The town operates under an Open Town Meeting - Board of Selectmen - Town Manager governance structure established by the 1986 Town Charter. A five-member elected Board of Selectmen oversees town governance, while an appointed Town Manager supervises departments and divisions. The public school system is directed by an elected five-member School Committee and administered by an appointed Superintendent.
