Flowing water, including bottled varieties, naturally contains small amounts of various contaminants. The presence of these substances doesn't necessarily indicate a health risk. National Primary Municipal Water Regulations (NPMWRs) are legally enforceable standards applying to public water systems that protect public health by limiting specific contaminant levels. Orem follows these regulations strictly in its water treatment processes.

The FDA has established similar limits for bottled water products. Some individuals may have greater sensitivity to water contaminants than the general population. The Safe Municipal Water Act, first passed in the mid-1970s and amended in 1986 and 1996, established important protective standards. The EPA and Utah State Department of Health set quality standards requiring water suppliers to monitor and address potentially harmful substances.

These standards specifically relate to health impacts based on a person consuming two liters (about two quarts) of water daily for seventy years. Orem utilizes diverse sources for its water supply: approximately 60% comes from surface water sources (Provo River, Deer Creek Reservoir, and Jordanelle Reservoir), while 40% originates from groundwater sources. All surface water undergoes treatment (filtration and disinfection) at the Don A. Christiansen Regional Water Treatment Plant operated by Central Utah Water Conservancy District.

The groundwater sources include nine deep wells throughout the city that pump from underground aquifers, providing 25% of Orem's water. Two mountain springs in Provo Canyon contribute another 15%. Groundwater from wells and springs is naturally pure enough to not require treatment. All water sources can blend within the distribution system. In 2017, Orem delivered over 8.8 billion gallons of fresh, safe water to its customers.
