The City of Chicago Water Division processes Lake Michigan water at treatment facilities in Chicago. After treatment, water is pumped to the Oak Lawn Water System, which then delivers it to a reservoir and pumping station in Palos Park. Following additional chlorine disinfection and testing, the water is distributed to our customers. The supply is 100% Lake Michigan water without any mixing of other surface or groundwater sources.

Water sources (both tap and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and groundwater wells. As water travels across land or underground, it dissolves natural minerals and, in some cases, radioactive materials, while potentially collecting substances from animal or human activity. Possible contaminants include:

  • Microbial contaminants (viruses, bacteria) from sewage treatment plants, septic systems, agricultural operations, and wildlife
  • Inorganic contaminants (salts, metals) from natural sources, urban runoff, wastewater discharges, oil/gas production, mining, or farming
  • Pesticides and herbicides from agriculture, urban runoff, and residential uses
  • Organic chemical contaminants, including synthetic and volatile compounds from industrial processes, petroleum production, gas stations, runoff, and septic systems
  • Radioactive contaminants, either naturally occurring or resulting from oil/gas production and mining activities

In November 1983, Orland Park residents voted by referendum to adopt the Village Manager (Council-Manager) Form of Government, combining strong elected leadership with professional management expertise. The community's rapid growth necessitated having day-to-day operations overseen by an administrator skilled in public management.

The late Mayor Fred Owens, while serving as a village trustee, championed the initiative to bring in a professional public administrator to manage daily village operations. Owens recognized that part-time elected officials, each with full-time careers elsewhere, could no longer effectively supervise the village's everyday functions.

Orland Park hired its first official village manager in March 1984. Since then, managers have held advanced degrees in public administration, finance, political science, economics, public policy, and related fields.

The village's elected officials are responsible for policy-making, passing ordinances, approving appropriations, and representing resident interests. The village manager, serving as CEO, reports directly to these officials and oversees staff, budgets, department operations, daily activities, and planning for the community's future needs.

The Village-Manager governmental structure is widely implemented across the United States, particularly in communities with populations between 10,000 and 500,000. According to the International City/County Management Association, nearly 60 percent of U.S. cities utilized the council-manager system as of 2011.

For almost four decades, Orland Park's village managers have supervised daily operations while following the policies and guidelines established by elected officials.
