The Safe Drinking Water Act (SDWA) was enacted on December 16, 1974, establishing national standards to safeguard public health through water system regulations. This legislation covers all public water systems serving at least 15 connections or 25 individuals regularly.

The EPA established strict Maximum Contaminant Levels (MCL) through this act. To understand the context of these standards: the health effects described for regulated substances would require consuming 2 liters of water daily at maximum contaminant levels for 70 years to create just a one-in-a-million chance of developing the described health concern.

Oshkosh draws its municipal water from Lake Winnebago, which is fed by a 5,700 square mile watershed extending to the Wolf River area southwest of the city and the Fox River region to the southwest. The Wisconsin Department of Natural Resources has evaluated this source and determined it generally maintains good quality but can become degraded during heavy precipitation, spring thaw, and other environmental events.

These weather patterns can cause contaminants from agricultural activities, industrial operations, and waste management to flow into the Wolf and Upper Fox Rivers before entering Lake Winnebago. Additional water quality challenges include wind storms and elevated summer water temperatures.

For detailed source water information, the "Source Water Assessment for Oshkosh Waterworks" is available at the Oshkosh Public Library or through the Wisconsin Department of Natural Resources website. EPA-mandated source water testing for Cryptosporidium was conducted from 2015-2017, with only two samples showing minimal detection (0.093 oocysts/liter) among twenty-three samples.
