Historical Background
The East Pasadena Water Company evolved from its predecessor, California-Michigan Land and Water Company ("Cal-Mich"), which was incorporated on December 23, 1910. Initially focused on land development and subdivision, Cal-Mich established a residential water system in 1913 as a necessity for successful land sales, beginning operations as a public water utility.

Service Area Development
The original service area was the Michillinda Tract, approximately 100 acres in size. In 1913, the Commission authorized Cal-Mich to expand into the South Santa Anita area after acquiring water-providing rights from Cribb-Brodek Light and Water Company, which had obtained those rights from E.J. Baldwin in 1902. Further expansion occurred in 1930 when Cal-Mich acquired East Pasadena Water Company's stock, connecting that system to its own. This system served part of the A.B. Chapman Estate and Tract No. 4613. The Arcadia Avenue section was incorporated in 1936.

Corporate Evolution
In 1963, the Commission approved Cal-Mich's sale and transfer of its water system to East Pasadena Water Company, a wholly-owned subsidiary, relieving Cal-Mich of its public utility status. Subsequently, Cal-Mich focused exclusively on its land business. Today, East Pasadena Water Company serves approximately 2,900 connections and is classified as a "B" water utility with fewer than 10,000 service connections, using the uniform system of accounts for Class B, C, and D water utilities as established by decision 85-04-076 effective January 1, 1985.
