About Us
Passaic Valley Water Commission (PVWC) distributes an annual Water Quality Report (also known as a Consumer Confidence Report) to each customer it serves, in compliance with the federal Safe Drinking Water Act. Reports are delivered to customers by July 1 each year and are also posted on the PVWC website for public access.
These annual reports provide comprehensive water quality data from the previous calendar year. For example, the "2018 Consumer Confidence Report" contains water quality information from calendar year 2017. As communities evolve from settlements into cities, water supply systems must expand accordingly. Early settlers relied solely on wells and natural sources, but as populations grow and industries develop, the need for public water systems becomes essential.
Paterson and surrounding areas experienced rapid growth following the establishment of S.U.M. (The Society for Establishing Useful Manufactures) in 1791. By 1849, the Passaic Consolidated Water was incorporated to distribute water to Paterson and neighboring Manchester Township (now known as Jealous).
The company's first major intake was completed in 1857, located on the Passaic River below Paterson's Great Falls, pumping water directly from the river into the city's mains. Later, the intake moved upstream above the Falls, and in 1899 relocated to its current position at Little Falls, approximately five miles upstream from Paterson.
Initially, water was distributed without treatment directly from the river. As communities grew and demand for better water quality increased, a Filtration Plant at Little Falls was completed in 1902. This facility was among the first large water filtration plants in the United States and continues to operate today under the Passaic Valley Water Commission.
In 1916, anticipating growing water needs for northern New Jersey's metropolitan area, the North Jersey District Water Supply Commission was established by legislative act. This commission could contract with municipalities wanting additional water supplies. Newark was the first to partner with the commission, followed by Paterson, Passaic, and Clifton, who joined to create a shared infrastructure project.

- When do I need a permit? All commercial building modifications require permits. Call 610-970-6520 to determine if your residential changes need permits.
- How can I pay my utility bill? Pay in person at Borough Hall (2nd Floor, Monday-Friday, 7:30 a.m.-4:00 p.m.), online at the Borough website, by phone (610-970-6530), or via the secure drop box in the Police Department lobby (available 24/7).
- How can I pay my tax bill? Mail or visit Borough Hall (100 E High St, Monday-Friday, 7:30 a.m.-4:00 p.m.), use the overnight dropbox in the Police Department lobby, or pay online at www.pottstown.org.
- Can I burn outdoors? Recreational burning is permitted with restrictions. Please review the Recreational Burning Guidelines and contact the Fire Marshal with specific questions.
- What if my neighbor's burning creates smoke entering my home? Call 911 to report a fire creating a smoke problem. The fire department will respond to assess the situation.
- Can I burn leaves, trash, or construction waste? No. Borough ordinance and Pennsylvania Department of Environmental Protection regulations prohibit this burning. Violations may result in penalties from both authorities.
- Do I need a permit for outdoor burning? No permit is needed for recreational burning, but permits are required for other types. Contact the Fire Marshal to discuss your specific burning plans.
- Does the Fire Department fill swimming pools? No, they don't offer this service. Local companies specialize in pool filling.
- Which fire company responds to emergencies? Pottstown Fire Department includes four strategically located companies that work together. Depending on the emergency, one or all may respond.
