The City Council oversees all mandates and goals, approves annual operating and capital budgets, sets tax rates, approves the five-year Capital Improvement Program, establishes customer fees, makes land use and zoning decisions, and develops long-range plans and policies. In its legislative role, the Council adopts all ordinances and resolutions while establishing general city policies.
Regular council meetings occur on the first and third Tuesdays of each month at 6 p.m. in the Council Chambers at the Municipal Building, 1211 Washington Street. Citizens are encouraged to attend these public sessions. Public hearings provide opportunities for resident input on Council actions, with notices published in The Houston Home Journal 15 days before hearing dates and displayed in the Municipal Building Lobby and on the city website.
The City conducts non-partisan elections every other odd year. The mayor and three council members run in one election cycle, while the other three council members run two years later. Each position carries a four-year term, with elections held on the first Tuesday in November as provided by state law. This schedule ensures that all seats aren't contested during the same election year.
Residents 18 and older can register to vote at the Houston County Voter Registration Office at the County Courthouse, at the DMV when applying for a driver's license, by mail (applications available at the Perry-Houston County Library, Perry Post Office, and DMV), or in person at special registration locations established before elections. Perry has three polling places for local elections: the Perry Community Center, the National Guard Armory, and Morningside Elementary School.
