The Heber City Municipal Water Source Safety Plan is available for public review. This important document outlines protection zones, potential contamination sources, and management strategies implemented to protect our water supply.
Heber Valley has experienced rapid growth, becoming one of America's fastest-developing regions in 2016. As previously undeveloped agricultural areas connect to public sewer systems, the risk of water source contamination has significantly decreased.
Our commercial and industrial zones have been strategically located downstream from water production and storage facilities. This careful planning, combined with our State-mandated Wellhead Protection Program, means development poses minimal threat to our community's water quality.

Cross Connection Control
While properly installed connections to our distribution system pose minimal risk, unapproved or improper connections can compromise water quality and safety. Cross connections may allow contaminants to enter the water supply if not properly protected.
Residents should avoid creating improper connections at home, such as leaving unprotected hoses near puddles or maintaining unprotected yard sprinkler systems after fertilizing. These seemingly minor issues can affect your family's water quality first.
Heber City's ongoing water service replacement and meter vault upgrade program, funded by monthly usage fees, has dramatically reduced cross-connection contamination risk through the installation of Utah State certified backflow prevention devices.
System Improvements
All Utah community water facilities undergo inspection every three years by certified State inspectors according to established health standards. These Sanitary Surveys monitor our accountability for safeguarding the community's water system from unauthorized access or contamination.
Last year, our Public Works department focused on improving water quality and conservation by replacing failing and undersized water mains in Old Heber, particularly along Main Street. We've also reconfigured distribution routes and installed additional transmission mains to improve hydraulics and flow characteristics to higher properties.
These improvements will increase system pressures to reduce the risk of unregulated backflow and undetected cross-connections. We're pleased to report that our municipal water continues to meet all federal and state requirements.

The District was established in 1950 and currently provides water and wastewater services to approximately 120,000 residents across a 24.5 square mile area in central Salt Lake County. With 72 employees, the District manages over 364 miles of water lines, 8 storage reservoirs, 8 deep water wells, about 350 miles of wastewater collection lines, and 17 wastewater pump stations.
Ongoing infrastructure upgrades ensure these assets remain in proper working condition and comply with all state and federal regulations. From just 312 connections in 1953, the District grew to 3,149 by 1960 and exceeded 20,000 in the following three decades. By the end of 2010, total connections had reached approximately 26,861.
To accommodate continuous growth, in 1978 the District formed an inter-local agreement with 2 cities and 4 development districts to construct the Central Valley Water Reclamation Facility, which processes all District wastewater. Beyond its own water sources, the District purchases culinary water from Jordan Valley Water Conservancy District. For the year ending 12/31/2016, Granger-Hunter purchased 5.8 billion gallons while producing 1.5 billion gallons from local sources.
