About Us
We regularly monitor your municipal water according to Federal and State regulations. Colorado requires us to test for certain contaminants less frequently than annually since these contaminants' concentrations typically don't vary significantly year to year, or our system has low vulnerability to this type of contamination. The tables presented show our monitoring results from January 1 to December 31, 2016, unless otherwise noted.
With our long-term water needs now secured, providing safe and reliable water is our primary goal. We're proud to present this Water Quality Report confirming that our district's water consistently meets and exceeds all State water quality standards.
Our Water Source
The District receives water from the City of Aurora. It's diverted from the South Platte River at Strontia Springs Reservoir, flows through Aurora's tunnel to Rampart Reservoir, and then through transmission pipelines to our treatment facility. At our facility, we employ multiple treatment processes including coagulation, flocculation, sedimentation, filtration, and disinfection.
Potential Contaminants in Source Water
Municipal water sources (both tap and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over land or underground, it dissolves naturally occurring minerals and sometimes radioactive material, and can pick up substances from animal or human activities. Potential contaminants include:
- Microbial Contaminants: Viruses and bacteria from sewage treatment plants, septic systems, agricultural operations, and wildlife
- Inorganic Contaminants: Salts and metals that occur naturally or result from urban runoff, industrial/domestic wastewater, oil/gas production, mining, or farming
- Pesticides and Herbicides: From agriculture, urban runoff, and residential uses
- Organic Chemical Contaminants: Synthetic and volatile organic compounds from industrial processes, petroleum production, gas stations, stormwater runoff, and septic systems
- Radioactive Contaminants: Naturally occurring or from oil/gas production and mining activities
Some individuals may be more vulnerable to water contaminants than the general public. All municipal water naturally contains small amounts of some contaminants, which doesn't necessarily indicate health risks. Immunocompromised persons—including cancer patients undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS, elderly individuals, and infants—should seek advice from healthcare providers about their water consumption.

Water Quality Standards
To ensure tap water safety, Colorado's Department of Health and Environment sets limits on contaminants in public water systems. Similarly, FDA regulations establish contaminant limits for bottled water to provide equivalent public health protection.

Important Health Information
Nitrate: Levels above 10 ppm pose health risks for infants under six months, potentially causing blue-baby syndrome. If detected levels exceed 5 ppm and you're caring for an infant, consult your healthcare provider.
Arsenic: While levels below 10 ppb meet EPA standards, even low levels may cause health concerns. EPA continues researching arsenic's health effects, which include cancer at high concentrations and skin damage/circulatory problems.
Lead: Elevated lead levels can seriously affect pregnant women and young children. Lead in water typically comes from service lines and home plumbing materials. Roxborough Water provides high-quality water but cannot control plumbing component materials. To minimize lead exposure, flush your tap for 30 seconds to 2 minutes before using water for drinking or cooking. About Our Services
The Roxborough Water and Sanitation District (RoxWater) provides water and sewer services to over 4,000 customers (3,800 active) within its boundaries. Additionally, the PVH Subdistrict of RoxWater was formed to finance infrastructure connecting approximately 250 homes and businesses in four neighboring communities: Plum Valley Heights, Chatfield Acres, Chatfield East, and Titan Road Industrial Park. The Subdistrict customers receive tap water services only.
District Structure
Roxborough is a special district (non-profit) semi-governmental entity with authority to assess and collect fees for water and sewer services. It's governed by a locally elected five-member board of directors who must be Colorado registered voters and Roxborough property owners.
Water Source
Roxborough's surface water comes from Rocky Mountain snowmelt and rainfall under a long-term Agreement with Aurora. This Agreement allows RoxWater to purchase an allocated amount of untreated water annually for decades, with automatic 90-year renewals. We collect this surface water locally, purify it at our treatment plant, and deliver it to customers 24/7 year-round.
Sewer Services
RoxWater maintains our community's sewer system through a regional agreement with the Littleton/Englewood Wastewater Treatment Plant (LEWTP). We maintain and own extensive sewer infrastructure to transport the community's wastewater to LEWTP. Besides serving residents, we provide wastewater services for the Lockheed-Martin Facility and nearby Ravenna Development.
Historical Development
Established in 1972 as Roxborough Metropolitan District to provide water, sewer, and fire protection, the district transferred fire services to West Metro Fire Protection Department in 1999 and was renamed Roxborough Water and Sanitation District. In 2007, we connected to the Littleton/Englewood Wastewater Treatment Plant, Colorado's third-largest Publicly Owned Treatment Works.
In late 2010, Aurora and Roxborough executed a permanent agreement making Aurora our perpetual raw water supplier. The water treatment plant serving Roxborough, originally built in 1958, has exceeded its expected 30-year lifespan. After careful consideration of all options, the Board initiated plans to replace this aging facility.
While the current plant faces structural challenges, water quality continues to meet or exceed all Colorado Department of Public Health and Environment standards. An emergency connection to Denver Water's Foothills Water Treatment Plant ensures uninterrupted indoor water service if needed before the new facility is completed.
