About Us
Our primary municipal water supply comes from snowmelt flowing through the Tuolumne River into Hetch Hetchy Reservoir. This protected water source has received exemption from filtration requirements by both the United States Environmental Protection Agency (USEPA) and State Water Resources Control Board Division of Water (SWRCB-DDW).
Water from Hetch Hetchy Reservoir undergoes several treatment processes to meet all applicable standards for consumption:
- Ultraviolet light and chlorine disinfection
- pH adjustment for optimal corrosion control
- Fluoridation for dental health protection
- Chloramination to maintain disinfectant residual and reduce byproducts
We supplement Hetch Hetchy water with surface water from two regional watersheds:
- The 35,000-acre Alameda Watershed (Alameda and Santa Clara counties) collects in Calaveras and San Antonio reservoirs before processing at Sunol Valley Water Treatment Plant (SVWTP)
- The 23,000-acre Peninsula Watershed (San Mateo County) stores water in Crystal Springs, San Andreas, and Pilarcitos reservoirs before treatment at Harry Tracy Water Treatment Plant
Additionally, SWRCB-DDW has approved our use of Upcountry Non-Hetch Hetchy Sources (UNHHS), which we did not utilize in 2017. Since mid-2017, we've incorporated a modest amount of groundwater from local wells to diversify our supply portfolio and enhance Bay Area water reliability.

We provide retail municipal water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and clean hydroelectric and solar power to Hetch Hetchy electricity customers. Additionally, we serve San Francisco residents and businesses through the CleanPowerSF program.
Our organization consists of three essential 24/7 service utilities: Water, Wastewater, and Power, supported by Business Services, Infrastructure, and External Affairs bureaus.
