North Marin Water District Municipal Water Report Info

The North Marin Water District was established in April 1948 after voter approval under California's County Water District Law. Before this formation, water service to Novato was provided by the privately-owned Novato Water Company, operated by the Cain family for many years.

In 1947, as Novato began transitioning from a small agricultural community, Al Tresch acquired the water system. With approximately 500 customers, the company faced serious supply challenges as existing wells couldn't produce sufficient quality water.

When Marin Municipal Water District declined to extend service to Novato, community leaders formed a committee to purchase the private company, develop new water sources, and modernize the infrastructure. Initially named North Marin County Water District (shortened to North Marin Water District in 1984), the district quickly approved bond measures to upgrade the system and construct Stafford Dam and treatment facilities, completed in 1951-1952.

Rapid growth necessitated raising the Stafford Lake spillway in 1954, increasing reservoir capacity from 1,720 acre-feet to 4,450 acre-feet. By 1960, continued growth prompted agreements with Sonoma County Water Agency for Russian River water supply, leading to construction of the North Marin Aqueduct completed in December 1961.

Between 1961-1970, the district saw consumer connections more than double from 4,709 to 9,779, while water storage capacity increased from 2 million to 16 million gallons. Annual production rose 162% to 5,605 acre-feet, and service territory expanded from 75 to approximately 100 square miles.

  1. How can I locate my property boundaries?

    Your property line is marked on a plat map as your lot boundary. These are typically identified by survey markers (pipes or metal bars) buried just below ground level at the corners of your property. Often, front corners are positioned about a foot behind the sidewalk (toward the house). Our office can provide a plat drawing to help locate these boundary pins.     Street light outages in your neighborhood can be reported to MidAmerican Energy at 1-888-427-5632 or through their website at http://www.Midamericanenergy.com by clicking the "Submit a Streetlight Repair Request" button.

  3. Does the City maintain a mosquito control program?

    Yes. Mosquitoes pose health risks, potentially transmitting diseases like encephalitis to humans and heartworms to pets. The City of Altoona conducts periodic mosquito spraying from April through October, depending on mosquito populations and weather conditions. We use Kontrol 30-30 Concentrate and ULV Karrier Green with an ultra-low volume cold aerosol generator/sprayer targeting mosquitoes. All chemicals and methods meet EPA standards for safety and effectiveness.

  4. Do city facilities close during snowstorms?

    The Altoona Public Library closes during severe weather and announces changes via the Des Moines Register, WHO, KCCI, their website and Facebook page at www.Altoona.Lib.Ia.Us. However, City Hall, Police Department, Fire Department, and Public Works/Utilities remain open during inclement weather, though services may be affected. The Altoona Campus operates under separate management—contact them at 967-0788 regarding their closure procedures.

  5. Who should I contact if my mailbox was damaged during snow removal?

    Contact City Hall at 967-5136. According to City Ordinance, the City will NOT replace mailboxes damaged during normal snow removal operations. Residents should ensure mailboxes are positioned at the proper distance from the roadway per USPS guidelines and constructed with appropriate materials to withstand the weight of plowed snow.
