About Us
Bolton Point provides this comprehensive Water Quality Report to keep consumers fully informed about their water's quality and the importance of protecting this vital resource. This review of last year's water quality includes essential information about water sources, contents, and compliance with state standards.

Bolton Point's Water Treatment Process:
- Pre-Treatment: Addition of coagulants to remove impurities and control taste and odor, plus disinfection to eliminate microorganisms
- Mixing: Rapid water circulation to evenly distribute treatment chemicals
- Flocculation: Process where coagulants react with particles to form larger, heavier floc
- Sedimentation: Floc particles settle, removing contaminants and chemicals
- Filtration: Water passes through layers of anthracite coal, sand, and garnet for further purification
- Post-Treatment: Chlorine addition to prevent bacterial growth and pH adjustment to reduce pipe corrosion
All drinking water, including bottled water, may reasonably contain small amounts of some contaminants. This doesn't necessarily indicate a health risk. Certain individuals may be more vulnerable to waterborne pathogens, including those with compromised immune systems, cancer patients undergoing treatment, transplant recipients, people with HIV/AIDS, elderly individuals, and infants.
These vulnerable groups should seek medical advice regarding their water consumption. EPA/CDC guidelines on reducing infection risks are available through the Safe Drinking Water Hotline (800-426-4791). No traces of cryptosporidium or giardia have been detected in Bolton Point's treated water during previous testing.

The mid-1960s brought subnormal precipitation levels to our region, culminating in a significant drought during 1965-66. This crisis threatened the area's drinking water supply and signaled that water resources needed expansion to support continued growth and development.
At that time, three water systems served the area's needs:
- City of Ithaca system (drawing from Six Mile Creek)
- Town of Lansing system (using lakeside wells)
- Cornell University system (sourcing from Fall Creek)
By 1972, demand for city water approached 6 million gallons per day (MGD), while drought conditions limited supply to just 5.4 MGD. Simultaneously, the NYS Department of Public Health officially condemned the Town of Lansing water system. The City of Ithaca, cautious about increased demand, restricted new water connections outside city limits.
A county-commissioned study identified Bolton Point as the optimal location for a new water supply facility. In 1971, representatives from the Towns of Dryden, Ithaca, and Lansing, along with the Village of Cayuga Heights, funded an engineering feasibility study for a Bolton Point installation, determined to be active partners rather than mere customers.
Engineers estimated the project would cost $6,070,000, and the four municipalities agreed to a joint bond issue for financing. By February 1974, the Southern Cayuga Lake Intermunicipal Water Commission was formally established, and engineers began preparing construction drawings.

Can I pay my bill at the bank?
The Chemical Bank branch in Sanford ONLY accepts water bill payments up to 2 days before the shutoff date. If you've received a shutoff notice, we recommend bringing payment directly to our office for timely processing. For your convenience, we offer an after-hours drop box located just outside our fence, which is checked daily. Please don't use cash in the drop box and include the top portion of your bill with payment. -
Can I pay my bill with a credit or debit card?
Yes, you may use a debit or credit card to pay your bill either at the Water District office, over the phone, or through our website. Please note that card payments incur a 3% or minimum $2 service charge. -
Can you waive my penalty?
Our board policy does not permit waiving of penalties. Payment must be received by 5 pm on the due date or a 10% penalty will be automatically applied. -
How do I transfer billing responsibility?
For property ownership changes, please contact our office by phone or email. We require confirmation from both the buyer and seller of the property to complete the transfer. You'll need to provide the closing date or date of ownership transfer. Note that we do not place water bills in renters' names. Call for additional information regarding rental situations. -
How does your Auto Draft program work?
To enroll, customers must complete an Auto-Pay Enrollment form available on our website or at our office. After submission, we'll process an ACH withdrawal from your bank account during the first week of the month following billing. For example, if bills are sent in mid-August, the withdrawal occurs during the first week of September. You'll still receive a paper bill marked "AUTO DRAFT DO NOT PAY" for your records.
