The water program, managed by the Shippensburg Borough Authority and operated by Shippensburg Borough, operates under Pennsylvania Safe Drinking Water Act with PWSID No. 7210043. The Authority serves approximately 6,200 customers and an estimated population of 16,500 residents across Shippensburg Borough, Shippensburg, Southampton and South Newton Townships in Cumberland County, as well as Orrstown Borough, Letterkenny, Lurgan and Southampton Townships in Franklin Region.

The Authority provides bulk water service to Shippensburg Mobile Properties and maintains an emergency interconnection with the Southern Cumberland Water Association. Shippensburg's water comes from a reservoir and three wells, with the reservoir classified as surface water and wells as ground water sources.

Shippensburg stands as the oldest settlement in the Cumberland Valley and the second oldest community west of the Susquehanna River in Pennsylvania. In July 1730, twelve Scotch-Irish families established the initial settlement near present-day Shippensburg, constructing modest lodge homes along Burd's Run. The community began as a frontier outpost for pioneers venturing westward.

The town was named after Edward Shippen, a distinguished Lancaster resident who acquired the land patent from William Penn's heirs. In 1735, Samuel Perry constructed the Widow Piper's Tavern at the southwest intersection of East King Street and Queen Street. This historic building served as the location for the first Cumberland County Courts in 1750 and 1751. Today, the restored structure houses the Shippensburg Civic Club, preserving an important piece of local heritage.
