Since June 2003, Ontario municipalities have been required to comply with Ontario Regulation 170/03 under the Safe Drinking Water Act (SDWA). This regulation was established following Commissioner O'Conner's recommendations after the Walkerton Inquiry, with the primary goal of protecting public health through proper regulation of water systems.

Regulation 170/03 governs several aspects of water management:

  • Water testing protocols
  • Licensed laboratory requirements
  • Treatment standards
  • Reporting obligations

Section 11 of the regulation mandates owners to produce an Annual Report by February 29th each year, which must include:

  1. System description and chemicals used
  2. Summary of adverse water quality incidents and corrective measures
  3. Overview of all required testing
  4. Documentation of major equipment expenditures

Additionally, Section 22 requires a Summary Report to be presented and approved by Council by March 31st annually. This report must detail any instances where the system failed to meet requirements of the Act, regulations, Drinking Water Works Permit (DWWP), Municipal Drinking Water License (MDWL), Certificate of Authorization, or Provincial Officer Orders.

To evaluate capacity adequacy, the report must also include water supply volumes, flow rates, and comparisons to rated capacities. These reports are prepared by the Ontario Clean Water Agency (OCWA) on behalf of the owner and presented to council as the 2017 Annual/Summary Report.

The Historical Society's formation began in August 1988 through the efforts of Ann C. Rafano and Florence Clayton. They identified twelve South River residents with strong commitments to preserving local history. The Society was officially incorporated on October 3, 1988 with the following original trustees: Ann C. Rafano, Robert C. Rafano, Florence Clayton, Llewellyn Clayton, Woodis Booraem, Warren Booraem, Doris Booraem, Elizabeth Chando, Kathryn Paprota, William Reichenbach, Audrey Scheidig, and Mary Weis.

Notable achievements of the Society include acquiring two oil paintings of "The Willett Sisters of South River" and securing historical designation for the Old School Baptist Church on Main Street. The church was placed on the New Jersey Register of Historic Places (November 19, 1991) and the National Register of Historic Places (January 7, 1992). Today, the Church serves as both a Museum and community gathering space.
