The City of Springfield is proud to present the nineteenth annual Water Quality Report for customers served by City Water, Light & Power (CWLP). This report provides insights into the monitoring processes we use to ensure your water quality.
Information about water sources, composition, and compliance with regulatory standards is included. As shown in this report, Springfield remains committed to delivering high-quality water to residents.
In 2017, as in previous years, tap water produced by City Water, Light & Power met all EPA and Illinois state water health standards. Our purification process is continuously monitored 24 hours daily, and CWLP is pleased to report zero violations of contaminant levels or other water quality standards during 2017.
This report summarizing water quality and other utility information is available on the CWLP website at www.cwlp.com. CWLP matters are discussed at City Council meetings held at 5:30 p.m. on the first and third Tuesdays of each month, and at Council Committee of the Whole meetings at 5:30 p.m. on the Tuesday before each City Council meeting. These public meetings take place in the City Council chambers on the third floor of Municipal Center West, 300 S. Seventh Street.

- How often can I have a garage sale? Once every three months, for three consecutive days. A permit is required even for weekend sales.
- What's needed for a garage sale permit? Your ID (driver's license) and a utility bill from the property where the sale will occur.
- Can property owners obtain gas connection permits? No, certified plumbers must obtain these permits.
- What's the process for water and sewer connections? For new residences without existing water taps, permits are obtained at City Hall, but fees are paid at the Water Department.

- Can homeowners get electrical permits for new construction? No, certified electricians with liability insurance and State Licenses must obtain these permits.
- When are electrical inspections for light connections performed? If permits are received before noon, inspections occur the same afternoon. If received after noon, inspections happen the next morning. Inspections follow the order received.
- What's needed to connect electricity? The correct address and ESID/account number from your electricity provider.
- Can mobile homes be placed anywhere in Springfield? No, they're only permitted in Mobile Home District (MH) zones or areas with appropriate subdivision restrictions.
- What's required for building a new house or commercial office? Plans must be submitted for approval following municipal guidelines.
- How are building permit fees calculated? Fees are based on development value and, for new construction, total square footage.
