Foundation and Incorporation: In August 1852, Daniel Harmon Brush, John Asgill Conner and Dr. William Richart acquired 360 sections of land along the planned route for the Illinois Central Railroad with the intention of establishing a new community. They strategically selected a location between Marion and Murphysboro and between proposed stations at Makanda and DeSoto. The town was officially platted on November 27, 1852.

The railroad played a crucial role not only in Carbondale's location but also in its future development and that of Southern Illinois. The first train passed through town on the main line north from Cairo on Independence Day, 1854, prompting a community-wide celebration.

Civil War Era: By the Civil War, Carbondale had been incorporated as a town with approximately 1,150 residents, most supporting the Union cause. Notable citizens including Brush, Conner, and John A. Logan fought for the North. In total, 250 Carbondale men served in the conflict with 55 casualties. The first Memorial Day was observed at Woodlawn Cemetery on April 29, 1866.

Post-war Development: Following the war, Carbondale evolved as a commercial and transportation hub. The railroad enabled the shipment of Southern Illinois coal and agricultural products. The town had also established itself as an educational center with the founding of Carbondale College, later Southern Illinois College (1866). The city was officially incorporated on August 23, 1873.

Southern Illinois University: Carbondale successfully bid to host the new teacher training school for the region, and Southern Illinois Normal University (SINU) opened in 1874. Beginning with a two-year teacher training program, by 1904 the institution offered four-year degree programs and initiated Master's degrees in education. This provided the town with a new industry, new residents, and a model school system.

Growth and Modernization: In the 1890s, SINU continued expanding with additional facilities. The Illinois Central Railroad thrived, contributing to population growth and commercial development. Modern amenities enhanced the town's progress, including the establishment of Carbondale Electric Company (1891), Public Water Works (1900), and Carbondale Telephone Company (1903). By 1906, the town was firmly established as a commercial, industrial, and educational center for the region.

University Evolution: By act of the Illinois General Assembly in 1947, SINU was renamed Southern Illinois University (SIU) and became a comprehensive research institution. Doctoral programs began in 1955 with the first Ph.D. awarded in 1959. SIU received accreditation from the North Central Association in 1979, renewed regularly, and in 2010 was classified as a "Research University: High Research Activity" by the Carnegie Foundation for the Advancement of Teaching. Enrollment grew from 2,711 in 1947 to a peak of 24,869 in 1991, with fall 2014 enrollment at 17,989. SIU comprises approximately 40% of Carbondale's workforce and provides cultural opportunities typically found only in larger metropolitan areas.

  1. Where can I pay my water bill?

    Currently customers have two payment options. You may mail your payment using check or money order (a return addressed envelope is included with your bill), or visit our Billing Department at 2311 Ridgeview Road where you can pay at our counter, through our drive-through window, or use our After Hours night deposit slot (located on our building just before the drive-through). When visiting our offices, acceptable payment methods include check, money order, or cash.

  2. To whom should I make my check/money order payable?

    Please make your check or money order payable to "City of Lebanon Authority."

  3. Do you accept credit cards?

    Currently we do not accept credit cards at our office. This payment option is being evaluated for future implementation.

  4. Are online or phone payment options available?

    At present, we do not offer online bill payment or accept payments by phone. These convenience options are under consideration for future implementation.

  5. Is automatic draft available?

    We currently cannot automatically draft payments from your bank account. This service option is being evaluated for future implementation.

  6. Is there a minimum monthly charge?

    Yes, properties with active service connections incur minimum water and sewer charges. Please refer to our Current Rates section or contact our Billing Department at 717-272-2841 for specific information.
