During the mid-1970s, a dedicated steering committee explored establishing a rural water system to serve areas of Brookings, Kingsbury, Pond, and Miner Counties. DeWild Grant Reckert and Associates (DGR) completed the initial engineering assessment and, following committee approval, submitted the report to Farmers Residence Administration (FmHA) for funding consideration.

With over 1,500 water users registered and projected costs of $8 million, the Kingbrook Rural Water System was established. A notable achievement was the forward-thinking approach of Kingbrook's founding directors who partnered with Brookings-Deuel Rural Water in a joint venture to construct Kingbrook's first treatment facility. Located four miles north of Bruce, this plant has continuously served both systems since the late 1970s.

Two additional treatment facilities were built – one north of DeSmet and another southwest of Chester – forming the foundation for Kingbrook's future expansion. The system quickly evolved into an extensive network of pipelines, meters, storage reservoirs, filtration plants, and supply wells. Additional members joined during planning and construction phases, bringing total service connections to nearly 2,200 when construction completed in 1981 at a final cost of $12.4 million.
