Broad River Water Authority Municipal Water Report Info

The Broad River Water Authority (BRWA) is a local government entity established in 1999 by officials who envisioned local control of their water resources. This young organization issued bonds and acquired the Duke Power Company's Rutherford Water System in December 2000.

The water system includes a state-of-the-art treatment facility located on the Broad River, recognized as one of North Carolina's cleanest and most reliable water sources. The distribution network serves Ruth, Rutherfordton, and Spindale townships, along with numerous county areas including the Cliffside and Harris Communities.

As a local government utility formed under the North Carolina Water and Sewer Authorities Act (N.C.G.S. 162A), BRWA is governed by eight directors. Two directors are appointed for three-year terms by each governing commission from Ruth, Rutherfordton, Spindale, and Rutherford County.

Monthly meetings, always open to the public, typically occur on the fourth Tuesday at 5:15 p.m. at Rutherfordton Town Hall. Each meeting provides opportunity for public comment on any matter of concern. The Board establishes policies and rates, adopts annual budgets, and employs a General Manager who implements policies and oversees daily operations.

The current management team includes Maria Hunnicutt (General Manager), Reid Hammett (Distribution Superintendent), and Brad Joyner (Water Plant Superintendent). Please refer to the BRWA Fact Sheet for a comprehensive overview of the utility.

  1. How often do I receive my bill?
    Services are billed during the first week of each month.
  2. When is my water invoice due?
    Bills must be paid by the final business day of the month. Late fees apply after this date.
  3. What is the minimum invoice amount?
    A monthly minimum bill of $43.00 is charged to each property address, with meters read throughout the year. For complete rate information, please consult the District's Rules & Regulations on the Resources Tab.
  4. What is the overage rate?
    Excess usage is billed at $0.90 per 750 gallons.
  5. What measurement unit appears on my bill?
    We bill in gallons.
  6. Is there a late payment penalty?
    Yes, a $7.50 monthly late charge applies to all accounts with outstanding balances after month-end.
  7. When is my account considered past due?
    Accounts become delinquent after 60 days and may face service interruption.
  8. Can tenants put the water account in their name?
    No, billing must remain under the property owner's name.

  10. Do you offer Equal Payment plans?
    Yes, forms are mailed or available on our website. Calculations occur each October, with November bills reflecting the next year's equal payment amount.
  11. Can I be removed from equal payment?
    Yes, missing two consecutive payments automatically disqualifies you from the equal payment program. Reapplication is possible in October.
  12. What is Backflow/Cross Connection and how does it affect me?
    If your property has a backflow assembly connected to your sprinklers to prevent cross-connection, it requires annual testing before activation. Test results must be submitted to White City Water Improvement District by a certified technician. See our website for additional backflow information.
