Our water professionals collect samples throughout the distribution system for testing at our state-certified water quality laboratory. The lab is accredited through the rigorous Environmental Lab Accreditation Program (ELAP), ensuring the highest standards of analysis.
Our team of scientists and technicians test water for nearly 300 constituents using equipment sensitive enough to detect concentrations as small as one part per trillion. To maintain ELAP certification, our laboratory staff must pass annual blind-study proficiency tests for every water quality parameter we analyze.
Test results are entered into our Laboratory Information Management System (LIMS), allowing us to respond quickly to water quality changes and analyze trends for effective future planning. Our cross-connection control program safeguards water quality within the distribution system by preventing backflow from customers' properties into the public water supply.
Last year, our specialists oversaw installation of 2,826 new backflow prevention assemblies and testing of 36,433 existing devices throughout our service area. Homeowners play a crucial role in preventing contamination through proper plumbing practices. Even small home improvement projects can create potential hazards, so always follow plumbing codes and consult qualified professionals when needed.

The City of Bakersfield's acquisition of Kern River water rights and facilities in 1976 marked a significant transition from private to public control of this vital local resource. This historical shift represents one of the rare instances where river ownership changed hands in modern times.
The Water Resources Department has compiled a comprehensive document that explores the colorful history of the Kern River (Chapter One), chronicles the events leading to the election and purchase of the Kern River (Chapter Two), and details the water rights, facilities, and properties acquired through the Kern River Purchase (Chapter Three).
This valuable resource was prepared by staff members of the City of Bakersfield Water Resources Department in December 2003 to preserve this important chapter in local water management history.
