Reconstruction and overlay projects are assessed according to the city's current assessment policy. Each project varies in cost depending on numerous factors, including existing conditions, proposed improvements, number of properties and contractor bids. Previous assessments for single-family homes have ranged from $4,000 to $12,000 for reconstruction projects and $1,000-$2,000 for overlay projects.
Final assessments are determined at the assessment hearing. Payment options include:
- Pay the full assessment within 30 days of the hearing with zero interest
- Include the assessment with property taxes: under $5,000 collected over 5 years; $5,001-$10,000 collected over 10 years; above $10,001 collected over 15 years (interest rates apply)
- Partial payments accepted within 30 days with remaining balance added to property taxes (interest calculated on remaining balance)
Are rental licenses transferable?
No.

Contact the property owner about the issue and request they address it. By notifying them, they cannot claim ignorance if an accident occurs. If they refuse to correct the hazard, contact the Forestry Division for an independent assessment.
Can I compost leaves or grass in a wetland buffer?
No.
Can I cover the ground in a wetland buffer with landscape rock or mulch?
You may not place landscape rock, gravel or similar materials in a wetland buffer. Mulch may be used around new native plant installations to discourage weeds.
