We welcome public participation in decisions affecting our municipal water. City Council meetings are held every other Monday at 4:30 P.M. in City Hall Council Chambers and are open to all residents. Meeting schedules are posted at City Hall and online at capecoral.net.

Treatment Plant History
The Cape Coral Southwest Reverse Osmosis (RO) Plant holds the distinction of being the world's oldest continuously operating RO treatment facility. Established in 1977 with a 3 million gallon per day (MGD) capacity, it originally supplemented the city's 2 MGD Lime Softening Treatment Plant. The facility expanded to 5 MGD in 1980.
When saltwater intrusion affected the Lime Softening Plant's wellfield and population growth accelerated, Cape Coral made the groundbreaking decision to fully transition to reverse osmosis treatment. By 1985, the city operated the world's largest low-pressure reverse osmosis plant, producing 15 MGD of quality water at competitive rates from the Upper Floridan Aquifer.
Over the decades, technological upgrades including more efficient membranes, variable frequency drives, and computer automation have kept the facility state-of-the-art despite its age. Population growth prompted further expansion to 18 MGD in 2008, followed by construction of the North RO Plant (12 MGD) completed in 2010.
Water Source
Cape Coral draws its municipal water from the Upper Floridan Aquifer, a groundwater source estimated to be over 10,000 years old based on underground flow rates. This brackish water contains approximately 2,000 parts per million (ppm) of total dissolved solids, significantly less than seawater's 35,000 ppm.
The city maintains 55 wells at depths of 700-800 feet. The Southwest RO Plant utilizes 33 wells in southwest Cape Coral, while the North RO Plant draws from 22 wells in the northern part of the city. The Florida Department of Environmental Protection's Source Water Assessment identified 13 potential contamination sources with varying susceptibility levels.
