The City of Lockhart is proud to present our 2017 Water Quality Report covering January through December 2017. We implement comprehensive measures to protect your water supply and want to inform you about the high quality of water we provide. The federal Safe Drinking Water Act requires all water utilities to publish this annual report along with any necessary notices.

This report details where your water comes from, what it contains, and how our testing and treatment processes address potential health concerns. We're committed to transparency about your water supply because informed residents help support necessary improvements to maintain the highest water quality standards.

We're pleased to report that the Texas Commission on Environmental Quality (TCEQ) has evaluated our system and confirmed that Lockhart's municipal water meets all federal and state quality standards. The tables in this report list all detected substances in our treated water and their measured concentrations, which all fall within regulatory limits.

The Lockhart City Council meets the first and third Tuesday of each month at 7:30pm in the Clark Simon Library Annex-Council Chambers at City Hall. All meetings are open to the public, and residents are encouraged to participate during the designated public comment periods.

Understanding Water Sources and Contaminants

Municipal water sources include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over land or underground, it dissolves naturally-occurring minerals and can pick up substances from animal presence or human activity. All drinking water, including bottled water, may reasonably contain at least small amounts of some contaminants, which doesn't necessarily indicate a health risk.

Potential contaminants include:

• Microbial contaminants like viruses and bacteria from sewage treatment plants, septic systems, agricultural operations, and wildlife
• Inorganic contaminants such as salts and metals occurring naturally or from urban runoff, industrial wastewater, oil/gas production, or farming
• Pesticides and herbicides from agriculture, urban runoff, and residential uses
• Organic chemical contaminants including synthetic and volatile organics from industrial processes, petroleum production, gas stations, runoff, and septic systems
• Radioactive contaminants that can be naturally occurring or result from oil/gas production and mining

EPA regulations limit contaminants in public water systems, while FDA establishes similar protections for bottled water. Some people may be particularly vulnerable to certain contaminants, especially those with compromised immune systems including infants, elderly, chemotherapy patients, organ transplant recipients, and people with HIV/AIDS or other immune disorders.

Water Sources and Treatment

The City of Lockhart receives water from two sources: groundwater pumped from the Wilcox Aquifer and surface water from the San Marcos River treated at the GBRA Luling Water Treatment Plant operated by the Guadalupe-Blanco River Authority. Our certified operators continuously monitor and test the water, adding fluoride and chloramine to ensure it meets all federal and state standards before delivery to our water towers and your home.

In our 2017 water loss audit submitted to the Texas Water Development Board, our system lost an estimated 80,033,924 gallons of water. For questions about this report, please call 512-398-3615.
