Since its establishment in March 1981, West Cedar Creek Municipal Utility District has pioneered innovative approaches to community service delivery. The District's commitment to excellence accelerated throughout the 1990s, when it successfully advocated for fair water pricing from wholesale suppliers.
The District leveraged legislation to secure community-wide waste disposal services and negotiated with the Resolution Trust Company to acquire the area now known as Mills Pond. They formed partnerships with local governments to improve pedestrian infrastructure, including a tunnel beneath the busy Wells Branch Parkway.
Community involvement has been central to the District's success, with citizen participation in parks planning that led to the 1993 opening of the Wells Branch Community Center and several environmental initiatives, including curbside collection of compostable yard waste. The District's reputation for excellence prompted Milburn Investments to request the addition of 200 acres in Bratton Park and Willow Run—a proposal that faced initial opposition but resulted in a successful resolution enabling new residential development.
In late 1993, the District hired its first manager and expanded staff to enhance recreational programming. The District opened the Meditation Garden at Mills Pond and hired its first aquatics director in 1996, the same year it opened the competition-quality Willow Bend Pool. A period of expansion began in 1997, culminating in the 2002 opening of a recreation center on Shoreline Drive. In 2003, the District acquired property on Wells Port for community group use, with part of this building renovated in 2012 to serve as the District Office.
In 2004, the District revitalized the annual Pioneer Fest centered on the historic 19th Century Homestead in Katherine Fleischer Park. Today, the District continues its bold mission of growth and service. Governance is provided by a five-member board elected to staggered four-year terms, with daily operations managed by the District Manager and department directors.
