The city's municipal water supply relies on seven groundwater wells. Various contaminants may be present in source water, including:

  • Microbial contaminants such as viruses and bacteria from sewage treatment facilities, septic systems, agricultural operations, and wildlife
  • Inorganic contaminants like salts and metals occurring naturally or resulting from urban runoff, wastewater discharge, oil and gas production, or mining
  • Pesticides and herbicides from agriculture, urban stormwater runoff, and residential usage
  • Organic chemical contaminants, including synthetic and volatile organic compounds from industrial processes, petroleum production, gas stations, and waste systems
  • Radioactive contaminants that occur naturally or result from oil and gas production

To ensure tap water safety, the EPA and State Water Resource Control Board establish regulations limiting contaminant levels in public water systems. These regulations also set standards for bottled water to provide equivalent public health protection.

Tables 1-9 in our complete report list all water contaminants detected during recent sampling. Their presence doesn't necessarily indicate a health risk. The State Board allows monitoring for certain contaminants less than annually since concentrations don't change frequently.

Important water quality notes:

  • Total Coliform Bacteria: Naturally occurring bacteria used as indicators for potential waterborne pathogens
  • Hexavalent Chromium: Long-term exposure above MCL may increase cancer risk
  • Nitrate: Levels above 10 mg/L pose serious health risks, particularly for infants under six months and pregnant women
  • Iron: Found at levels exceeding secondary MCL, causing aesthetic issues like color, taste, and staining of fixtures
  • Turbidity: High levels can interfere with disinfection and provide medium for microbial growth
  • Total Dissolved Solids: Exceed secondary MCL, affecting aesthetic qualities

If present, elevated lead levels can cause serious health problems, especially for pregnant women and young children. Lead primarily comes from materials associated with service lines and home plumbing. While the City of Patterson provides high-quality water, it cannot control the materials used in plumbing components.

The City Council consists of five members, including a Mayor serving a two-year term and four Council Members serving four-year overlapping terms. All are elected at-large by Patterson residents. The Mayor presides over meetings and handles ceremonial duties.

As the legislative body, the City Council is responsible for enacting ordinances, policies, and services. They approve all legislative matters including ordinances, resolutions, contracts, and other policy decisions. The Council appoints the City Manager, City Attorney, and various commissions and advisory committees to ensure broad-based community involvement.

Each year, the Council conducts strategic planning sessions to identify key issues and set goals for the city. Each department also prepares a strategic plan aligned with Council priorities. The annual operating budget becomes the guide for implementing these strategies.

City Council Members are elected officials as defined in Government Code Section 87200 and file financial interest statements with the City Clerk's office. Copies of these statements can be obtained from the Fair Political Practices Commission (FPPC) at 428 J Street, Suite 620, Sacramento, California 95814, or at the City Clerk's office at 1 Plaza, Patterson, CA 95363.
