The Portsmouth water system utilizes three groundwater wells in Madbury (wells #2, #3, and #4) that work alongside treated surface water flowing through a transmission main to the Newington Enhancer Pumping Station. Residents in Madbury, Durham, and select customers along Monk Point Road in Newington receive water directly from this transmission line.

Water is distributed from the Newington Enhancer Pumping Station throughout the Portsmouth distribution network. The city is additionally served by three local groundwater wells: Portsmouth Well #1 and Collins Well (located off Route 33/Greenland Road), plus the Greenland Well on Post Road. Areas in southern Portsmouth and parts of Greenland receive water primarily from the Greenland Well.

Treatment includes salt hypochlorite and poly/ortho-phosphate addition at Portsmouth Well #1, Collins Well and the Greenland Well. Fluoride (as hydrofluorosilicic acid) is also added at the Greenland Well. Portsmouth also manages the separate Pease Tradeport water system, which has its own dedicated annual water quality report available on the City's website.
