Water Program Improvements
Our water program undergoes regular inspections by the Massachusetts Division of Environment Protection (MassDEP). MassDEP evaluates our operations for technical, financial, and managerial capability to provide safe municipal water. To maintain the highest quality standards, our water system is operated by a Massachusetts licensed professional who oversees daily operations.

As part of our ongoing commitment to you, last year we implemented several system improvements, including installation of 1,025 new meters and a new auxiliary power system at Pump Station No. 4.

Source Water Protection
MassDEP has prepared a Source Water Assessment Program (SWAP) Report for our water supply sources. The East Bridgewater Water Department received a "high" susceptibility rating based on MassDEP's assessment of potential pollution sources in our watershed. Substances Found in Tap Water
Sources of municipal water (both tap and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels across land or underground, it dissolves naturally-occurring minerals and, in some cases, radioactive materials, and can pick up substances from animal presence or human activity.

Potential contaminants include:

Microbial contaminants like viruses and bacteria from sewage treatment plants, septic systems, agricultural operations, and wildlife
Inorganic contaminants such as salts and metals that may be naturally-occurring or result from urban runoff, industrial discharges, oil/gas production, mining, or farming
Pesticides and herbicides from agriculture, urban runoff, and residential uses
Organic chemical contaminants including synthetic and volatile compounds from industrial processes, petroleum production, gas stations, stormwater runoff, and septic systems

East Bridgewater Water Department Municipal Water Report Info

In the early to mid-2000s, a government study committee was initiated by then-Selectman David Walsh. Based on the committee's findings, several recommendations were made to the Board of Selectmen about town operations. One key recommendation was to consolidate public works departments into a single department.

The consolidation had multiple benefits including workforce optimization, service improvement, and most importantly, accountability. Prior to establishing the DPW, positions such as Highway Surveyor, Water Commissioners, and Park Commissioners were all elected positions. The only way to hold these officials accountable was to vote them out after their 3-year term if they failed to provide adequate service.

To properly implement this change, a DPW implementation committee drafted a by-law and subsequent ballot question, which was presented to East Bridgewater voters in Spring 2006. Both measures passed. Following approval, a sub-committee determined the DPW structure, deciding that the Board of Selectmen would serve as both DPW and Water Commissioners and would appoint a DPW Director.

The department was organized into several divisions: Water, Highway and Grounds, Solid Waste and Recycling, Fleet Maintenance, with provisions for adding future divisions as needed. Under the Director, an Operations Manager was established to oversee all DPW functions, with superintendents managing daily operations of staffed divisions.

In 2011, the Highway and Grounds Superintendent role was combined with the Operations Manager position. Currently, the DPW has five divisions, with all except Solid Waste and Recycling being staffed. The department employs 8 workers in Highway and Grounds, 5 in Water, 2 in Fleet Maintenance, and 2 in Facilities Maintenance, plus 3 administrative staff members.
