Eastside Utility District Municipal Water Report Information

Eastside Utility District (formerly known as East Brainerd Water Company) was established in 1958 under the Tennessee Utility District Act of 1937. Initially serving unincorporated areas of Chattanooga and Hamilton County, the district has evolved through several boundary changes due to annexations by the City of Chattanooga.

These changes pushed the district's service boundaries further into Hamilton and Bradley counties, creating a much larger and increasingly rural service area. Currently covering approximately 70 square miles, Eastside Utility provides reliable water access through network interconnections to multiple adjacent water utilities across several counties.

The district remains well-positioned to meet future demand requirements from natural growth within its existing service area or through expansion for many years to come.

Service Area: Eastside Utility District provides water to consumers in Hamilton and Bradley counties, as well as through wholesale meters to consumers in Catoosa and Whitfield counties. The district's defined service area includes approximately 51 square miles in Hamilton County (serving around 66,000 residents through 467 miles of water mains) and 19 square miles in Bradley County (primarily rural, serving about 1,855 residents through 35 miles of water mains).

Eastside also sells water wholesale to Savannah Valley Utility District, Ocoee Utility District, Cleveland Utilities, Catoosa County Water Authority, and Dalton Utilities. Their service area includes the Enterprise South Industrial Park, which serves as an anchor for continued growth and economic development for Chattanooga and the surrounding tri-state region.

Treatment Facilities and Water Source: Initially, Eastside relied on wells located on Short Tail Springs Road (Carson Springs) until acquiring its current treatment plant. The water treatment facility sits on a 125-acre tract at the intersection of Hickory Valley Road and State Route Highway 58.

Treatment Process: Raw water is drawn from the Tennessee River at the Chickamauga Reservoir and pumped approximately 1.5 miles east to the treatment plant. The water then flows by gravity through the treatment process before being pumped into the distribution system.

The treatment process includes:

  • Initial screening to remove debris like tree branches, twigs, and leaves
  • Pumping through a 48-inch steel main to the raw water reservoir
  • Gravity flow to flocculation chambers where chemicals and gentle mixing cause suspended particles to settle
  • Passage through sedimentation basins and tube settlers for particulate removal
  • Filtration through mixed media filters (including activated carbon) for microbial particle removal
  • Final addition of disinfectant (chlorine), fluoride, and corrosion inhibitor
  • Storage in clear wells before distribution

The entire water treatment process takes approximately 10-12 hours to complete.
